The Provincial People's Council's Culture and Social Committee supervises the implementation of policies and laws on health insurance at Hau Loc District General Hospital.
In line with the plan of the Provincial People's Council on the 2024 monitoring program, the Provincial People's Council's Culture and Social Affairs Committee has implemented a thematic monitoring program to monitor the implementation of policies and laws on health insurance (HI) in the province in the districts of Nong Cong, Thuong Xuan, Quan Hoa, Hau Loc... Through monitoring, it can be seen that in recent years, the leadership and direction of policy implementation have been resolutely implemented by localities; specific action plans and programs have been issued to flexibly implement tasks according to the requirements of each stage. The Steering Committee for the implementation of social insurance and health insurance policies has done a good job of assigning targets and plans to communes and towns. The work of propagating and mobilizing people to participate in HI has been promoted, implementing many communication activities with flexible and diverse content and forms, suitable for each subject.
However, through monitoring, the Provincial People's Council's Culture and Social Affairs Committee has discovered and pointed out shortcomings and limitations such as: The direction of the implementation of health insurance policies in some localities is sometimes not regular and continuous; coordination is not tight in implementing health insurance programs, leading to low efficiency. Some health insurance examination and treatment facilities also show signs of abuse in prescribing drugs, medical supplies, technical services and admitting patients for inpatient treatment...
In close adherence to the resolution of the Provincial People's Council, the assignment of the Provincial People's Council Standing Committee and the annual work program, the Provincial People's Council's Culture and Social Affairs Committee has made efforts to ensure progress according to the work program. In particular, focusing on regular supervision activities, thematic supervision; at the same time, proactively grasping information from the grassroots through studying periodic work results reports combined with direct supervision at the grassroots on the implementation of the Provincial People's Council's resolutions in the areas under the Committee's charge. The Committee also assigned tasks to each participating member, in coordination with the committees and the Office of the National Assembly Delegation and the Provincial People's Council, the Standing Committee of the People's Council, the committees of the People's Councils of districts, towns and cities to carry out supervision work.
In order for the monitoring to be effective, the committee focused on studying records and documents related to the monitoring content, developing plans and clearly identifying specific content that needs to be focused on monitoring, in order to create the best conditions for members of the monitoring team to deeply study and analyze issues of concern. In particular, before each monitoring session, members of the committee proactively researched the implementation of policies and laws in the units and sectors under monitoring, in order to select many locations for field surveys. The monitoring sessions were not spread out, but focused on places where there were problems that needed to be considered or typical places. Through monitoring activities, the committee pointed out the achievements, and at the same time discovered problems, shortcomings, difficulties and limitations in implementing policies. Based on the analysis, the committee requested the units to accept and explain, take measures to direct and resolve the remaining shortcomings, and at the same time monitor and urge the implementation of the committee's recommendations. At the end of the monitoring period, the committee reported the monitoring results to the Standing Committee of the Provincial People's Council and presented them at the Provincial People's Council meetings.
Promoting the achieved results, the Provincial People's Council's Culture and Social Committee continues to innovate its working methods, concretizing them with quarterly and monthly monitoring plans suitable to the actual situation. In particular, organizing monitoring and survey delegations suitable to each monitoring content, and regularly monitoring and urging the implementation of post-monitoring recommendations of agencies and units, avoiding the situation where monitoring recommendations are not implemented. At the same time, proactively coordinating with the Provincial People's Council's committees, agencies, units and localities in monitoring activities to further improve the effectiveness of the committee's monitoring activities.
