Mong Cai City promotes propaganda, construction and promotion of cultural values and human strength of Quang Ninh to become an endogenous resource, a driving force for rapid and sustainable development, ensuring social security, associated with the implementation of Mong Cai human values "Dynamic, Creative, Generous, Healthy, Civilized, Friendly".
The city thoroughly grasps and implements Resolution No. 17-NQ/TU (dated October 30, 2023) of the Provincial Party Committee "On building and promoting cultural values, human strength of Quang Ninh to become an endogenous resource, a driving force for rapid and sustainable development", with the goal of comprehensive human development in terms of personality, intelligence, creativity, physical strength, soul, social responsibility, civic duty, awareness of law compliance, love for homeland and country, on the basis of harmoniously combining the typical values of the province "Beautiful nature, Unique culture, Civilized society, Transparent administration, Developed economy , Happy people", associated with propaganda and implementation of the Mong Cai human value system "Dynamic, Creative, Generous, Healthy, Civilized, Friendly". 
Along with that, the city focuses on effectively implementing Directive No. 10-CT/TU (dated June 10, 2022) of the City Party Committee on strengthening the Party's leadership in family building in the area. The city regularly pays attention to building a cultural environment and cultural life at the grassroots level, especially in mountainous communes, remote areas and islands; reviews and prioritizes land fund planning foreducation , culture and sports development in the 2021-2030 period, with a vision to 2050; effectively promotes the management and use of cultural and sports institutions after investment; promotes mass physical education and sports movements.
The Standing Committee of Mong Cai City Party Committee issued and directed the implementation of Directive No. 17-CT/TU (dated June 6, 2023) on strengthening leadership and direction in providing clean water to people in the area. Up to now, the rate of rural residents using hygienic water has reached 100%, the rate of rural households using clean water has reached 86.29%, the rate of urban residents using clean water has reached 60%, an increase of 20.1% compared to 2023; the rate of collection and treatment of domestic solid waste has reached 100%; the rate of wastewater in industrial parks and clusters is treated 100%.
Since the beginning of 2024, the city has successfully organized more than 30 cultural, sports and tourism activities, events and festivals, including many typical events and activities that have attracted the participation of a large number of people and tourists.
The education and training sector has changed positively, the quality of education and universal education have been constantly improved. At the provincial-level excellent secondary school student competition, Mong Cai won 93 prizes, an increase of 30 prizes compared to 2023, ranking in the Top 3 of the province; 17/17 communes and wards met the level 2 illiteracy eradication standards, met the standards for universal preschool education for 5-year-old children; 17/17 communes and wards met the standards for universal primary education level 3 (the highest level); 55/55 schools were solidified, the rate of solidified classes reached 92.5%, an increase of 3.7% compared to the 2023-2024 school year; the rate of national standard schools reached 90.9%; the rate of trained workers with certificates reached 61.5%, an increase of 10% compared to 2023.
In the first 6 months of 2024, the city reduced 41/57 near-poor households, striving to have no near-poor households by the third quarter of 2024. People's health care is guaranteed; 100% of medical facilities collect and treat medical waste according to regulations; the rate of people participating in health insurance reaches over 97%.
In the coming time, the city will continue to focus on improving the quality of material and spiritual life for people according to the criteria of "happiness"; closely linking economic growth goals with building and promoting cultural values, the strength of Quang Ninh people to become an endogenous resource, a driving force for rapid and sustainable development, ensuring social security, associated with the implementation of Mong Cai human values.
