Miss Universe 2023 is scheduled to take place in El Salvador from November 3-18. The reigning Miss Universe, R'Bonney Gabriel from the United States, will hand over the crown to her successor at the final night.

In the latest developments, Ms. Thuy Nga - Head of the Organizing Committee (OC) of Miss Universe Vietnam 2023 said that she is working with Miss Bui Quynh Hoa to clarify the truth of the information that she "used to inhale laughing gas".
Ms. Nga affirmed that if this incident is true, the organizing committee is committed to handling it strictly. Meanwhile, the new beauty queen remains silent.
Ms. Nga also spoke out regarding the fact that Miss Universe will step in to ensure that all competitions in the final on September 29 take place fairly and transparently.
Specifically, the head of the Miss Universe Vietnam 2023 Organizing Committee said that the Miss Universe Vietnam organization always wants everything to be clarified, investigated thoroughly and not cover up any wrongdoings.

Discussing this issue, lawyer Tran Xuan Tien - Head of Dong Doi Law Office ( Hanoi Bar Association) said that according to the provisions of Clause 1, Article 18, Decree 144, the revocation of titles, awards, cancellation of results of competitions, festivals of performing arts, beauty contests, and model contests must be approved by the competent state agency.
Clause 1, Article 18 of this Decree also clearly states that title revocation is carried out in two cases.
In case an individual who has won a title or award violates the provisions of Article 3 of this Decree.
Case two, the title or prize awarded at the competition or festival is not consistent with the content of the project according to the application for approval document or the content of the notice.
In the case of Bui Quynh Hoa, whether or not to strip the crown should be based on the conclusion after the verification process and work from competent agencies and organizations.
Article 3, Decree 144: Prohibitions in performing arts activities
1. Against the Socialist Republic of Vietnam.
2. Distorting the history, independence, sovereignty and territorial integrity of the Socialist Republic of Vietnam; violating national security; denying revolutionary achievements; insulting leaders, national heroes and celebrities; undermining the great national unity bloc; insulting beliefs and religions; racial discrimination; violating the legitimate rights and interests of organizations and individuals.
3. Inciting violence, propagating wars of aggression, causing hatred between nations and peoples of countries, negatively affecting foreign relations.
4. Using costumes, words, sounds, images, movements, means of expression, and forms of performance that are contrary to national traditions and customs, negatively impacting morality, public health, and social psychology.
