At the conference, the Ministry of Education and Training (MOET) informed that the 2025 high school graduation exam will take place in the context of being the first exam for students studying under the 2018 General Education Program, while still ensuring the exam for students studying under the 2006 General Education Program who have not graduated or need to retake the exam for university admission.
The whole country is implementing administrative reforms, streamlining and streamlining the apparatus, and converting to a two-tier local government model. The number of candidates registering for the exam has increased by nearly 100,000 compared to 2024; the situation of buying and using high-tech equipment is complicated. The above context requires the preparation and organization of the 2025 high school graduation exam to be more thoughtful and thorough.
This year's exam, 100% of students taking the exam can register to take the exam online from April 21 to April 28, 2025 (in 2024, only 12th graders can register to take the exam online).
The total number of candidates registered for the exam nationwide is 1,165,289, of which, candidates taking the exam under the 2018 General Education Program are 1,138,579, accounting for 97.71% of the total number of candidates registered for the exam.
The number of candidates taking the exam under the 2006 General Education Program was 26,711, accounting for 2.29% of the total number of candidates registered for the exam.
The 2025 high school graduation exam is the largest exam ever with the participation of more than 1.1 million candidates across 63 provinces/cities, held at 2,493 testing locations with 50,039 testing rooms. It is expected that about 200,000 personnel will be mobilized to participate in the organization of the exam, such as officials and teachers of theEducation sector, the Police, the Army, the Health sector, the Electricity sector, etc.
Be proactive in preparation
The Ministry of Education and Training is actively and proactively implementing preparations for the 2025 high school graduation exam; the Ministry is coordinating with departments, ministries, branches and localities to carry out thorough preparations, early and remotely.
To ensure the exam questions and question bank development, the Ministry of Education and Training has conducted many training sessions for teachers nationwide. Of which, an online training session for more than 3,500 teachers on exam question development by leading experts from the American Testing Service (ETS); and 2 direct training sessions for these teachers in all 18 subjects. On October 18, 2024, the Ministry of Education and Training announced 18 reference questions that ensure compliance with regulations on the structure and format of the high school graduation exam from 2025.
On June 15, 2025, the Ministry of Education and Training transferred the official exam questions to the Departments of Education and Training for printing and copying. For the first time, the high school graduation exam questions were transferred through the Government Cipher Committee's system, helping to reduce costs, save time and ensure high security.
The 2025 high school graduation exam uses 3 main software systems including the exam management system, multiple-choice test scoring software, and software to support the exam board.
All software used in the exam is reviewed and assessed for security and system safety by units under the Ministry of Education and Training in coordination with functional units under the Ministry of Public Security before being put into use.
Up to now, the software systems have been operating well and put into use according to the exam organization schedule.
In Tay Ninh, as of June 18, the whole province had 10,949 candidates taking the high school graduation exam under the 2018 General Education Program and 286 candidates taking the exam under the 2006 General Education Program.
The total number of staff, teachers and employees participating in invigilation and grading is expected to be 1,915.
In order for students to be confident enough to take the exam, on November 21, 2024, the Department of Education and Training issued an official dispatch to prepare for the 2025 high school graduation exam and directed relevant units to effectively implement the teaching, testing and assessment plan to ensure quality, meeting the requirements of the 2018 General Education Program and continuing education at the high school level.
Schools should soon have review solutions to prepare for the high school graduation exam in the 2024-2025 school year. The Department of Education and Training will introduce teachers and students to the reference test set for the high school graduation exam from 2025 of the Ministry of Education and Training, in which, pay attention to the question formats in the exam (multiple choice questions; true/false multiple choice questions, short answer multiple choice questions).
The Department of Education and Training has organized a mock exam for the 2025 high school graduation exam for students. According to the assessment, the 2025 high school graduation mock exam in Tay Ninh was successful, safe, and serious, especially the organization of the exam achieved the set goals. Preparations for the exam were carried out seriously and thoughtfully according to plan. The exam marking was carried out according to the correct procedure, ensuring objectivity and fairness; no students complained about their rights.
Up to this point, preparations for the high school graduation exam have been taking place in accordance with the instructions of the Ministry of Education and Training.
Ensure the exam is comprehensive and synchronous
Previously, in the opening session of the conference, Prime Minister Pham Minh Chinh noted that the 2025 high school graduation exam takes place at a historic time when the whole country is rearranging local administrative boundaries, implementing a two-level local government model, and ending the operation of the district level.
According to the plan, the exam will take place on June 26-27, 2025, while on June 30, the whole country simultaneously announced the system of organizational apparatus and administrative units, putting them into operation at the provincial and communal levels from July 1, 2025. Based on that condition, the Prime Minister requested that the above factors not affect the exam, ensuring that the exam takes place normally, comprehensively and synchronously. Ministries, branches, localities, especially the grassroots level, participate in organizing the exam safely and seriously. Party committees, authorities and socio-political organizations must consider this a key task of June.
The Prime Minister affirmed that the high school graduation exam is an important threshold, not only marking the maturity of students, but also a transitional step that shapes the future path of each student.
"We must ensure equal access to education according to each person's circumstances, conditions and abilities; regardless of circumstances, conditions and abilities, the Party and State are concerned. Every year, the exam always receives deep attention from the Government, the Prime Minister and the entire political system, all levels, sectors, localities and the whole society. Every household and every person follows, accompanies and creates favorable conditions for students to confidently and confidently enter the exam" - the Prime Minister said.
