First, preparation work . Strictly implement the completion of the 2024-2025 school year program and organize review sessions for students. Localities direct the completion of the 12th grade program, organize review sessions and create all conditions for candidates from favorable to disadvantaged areas to prepare for the exam with many methods and approaches such as supporting candidates to review for the exam, organizing mock high school graduation exams, demonstrating the sense of responsibility of Party committees, authorities, mass organizations, and teachers.
In particular, many localities have organized free accommodation support for students to review and take mock exams in accordance with the Prime Minister 's direction with the motto "no student has to drop out of the exam due to economic or travel difficulties".
Second, organize exam registration conveniently and accurately . For this year's exam, the Ministry of Education and Training continues to organize online exam registration for candidates studying in grade 12 in the 2024-2025 school year, 100% of candidates register for the exam online.
During the exam registration days, the exam management system operated stably, the exam registration of candidates took place normally and smoothly, ensuring accurate exam database, contributing significantly to organizing the exam objectively and fairly.
Third, inspection, examination and supervision work . The Ministry of Education and Training has organized training for the inspection and examination staff for 850 people from 63 Departments of Education and Training and 119 higher education institutions (HEIs) nationwide and civil servants of the Departments and Bureaus under the Ministry of Education and Training.
After that, the Departments of Education and Training and higher education institutions continue to organize training for their staff who are mobilized to participate in the inspection and examination of the Exam.
The Ministry of Education and Training has assigned locations for higher education institutions to participate in the inspection of exam invigilation in their localities. Accordingly, nearly 6,000 permanent staff and lecturers of higher education institutions have been mobilized to organize 63 inspection teams for the Ministry's exam invigilation work at 63 Departments of Education and Training.
The Deputy Prime Minister, leaders of the Ministry and the National Steering Committee directly inspected many localities. In addition, the Ministry of Education and Training has established 10 inspection teams for exam preparation at 20 Departments of Education and Training (from June 16 to 20, 2025). Localities have also proactively established inspection teams to review the preparation and organization of the exam.
Fourth, the work of creating and printing, transporting, delivering, preserving and using exam papers must comply with regulations to ensure confidentiality and safety . The exam paper creation council established under the Decision of the Minister of Education and Training must carry out its tasks according to plan and create exam papers that meet the requirements of exam organization.
Accordingly, the Examination Council has simultaneously developed 2 sets of examination questions, 1 set of examination questions according to the 2006 General Education Program and 1 set of examination questions according to the 2018 General Education Program. The original examination questions are handed over to the Examination Councils for timely printing and copying, ensuring absolute confidentiality through the Government Cipher Committee's system.
The Departments of Education and Training have prepared adequate facilities and human resources to carry out the printing, transportation, and handover of exam papers for local examinations. The preservation and use of exam papers at examination sites must ensure safety, security, and meet the requirements of examination organization.
Fifth, the work of preventing high-tech fraud . This work has been directed and thoroughly implemented to the Examination Councils and Examination Sites, and to each officer participating in the examination. There is close coordination and active support from the functional units of the Ministry of Public Security and the local Public Security.
The Examination Councils have strictly followed this year's examination guidelines in arranging safe storage locations for candidates' personal belongings, at least 25m away from the examination room.
Right from the beginning of the preparation for the exam, the Ministry of Education and Training assessed the potential risks of candidates using high technology to cheat during the exam.
Therefore, the Ministry of Education and Training has coordinated with professional units of the Ministry of Public Security to organize training and provide guidance on how to detect candidates using high-tech devices and AI-integrated solutions to cheat during the test. Thanks to that, the supervisors have promptly and strictly handled cases of candidates using high technology to cheat during the test.
Sixth, support candidates to attend the exam . This has received special attention from the exam steering committees at all levels, and the entire political system has participated. In particular, the Central Committee of the Ho Chi Minh Communist Youth Union, the Central Committee of the Vietnam Student Association and the Ho Chi Minh Communist Youth Union organizations in localities have actively implemented the program "Supporting the exam season", participating in ensuring security, safety and supporting candidates to take the exam.
Localities have solutions to provide maximum support for candidates on exam days; ensuring that no candidate is prevented from attending the exam due to difficult circumstances, in accordance with the spirit of Directive No. 37/CT-TTg of the Prime Minister.
All candidates, including those who were sick and could not write their own papers, were given the opportunity to participate in the exam (at the Kon Tum Examination Council, candidates who had accidents and could not write their papers were arranged by the Examination Council to write their papers and fully implemented the regulations to ensure a safe and serious exam). Relevant departments also actively coordinated to support and create the best conditions for candidates to participate in the exam.
Localities, especially those with mountainous and island districts and communes, have paid close attention to each candidate who is an ethnic minority and whose family is in difficult circumstances, mobilizing resources to create the most favorable conditions for candidates to participate in the exam.
Seventh, the exam supervision work was carried out seriously to ensure order and safety . According to reports from localities, the exam supervision work at all exam locations took place according to plan.
Statistics reported by localities and inspection teams show that during the entire exam, 41 candidates violated the exam regulations and were suspended from the exam due to using documents and bringing phones into the exam room; no officials were recorded violating the exam regulations. Up to this point, nationwide, there have been no recorded cases of negative phenomena or organized cheating.
General data of the 2025 High School Graduation Exam is as follows: The total number of candidates applying for the exam is: 1,165,289. The number of candidates taking the exam is nearly 100,000 more than in 2024.
Total number of test sites: 2,494; total number of test rooms: 49,849 (Not including backup test rooms, test rooms for candidates needing medical assistance). The test sites located in the locality where the candidates study help candidates avoid having to travel far, not having to worry about accommodation, creating a calmer, more confident mindset when taking the test, and at the same time not causing pressure on traffic in big cities.
