The Party Committee of the Department of Agriculture and Environment was established on the basis of merging the Party Committee of the Department of Agriculture and Rural Development with the Department of Natural Resources and Environment (from March 1, 2025). The total number of party members is currently 246, of which 232 are official party members and 14 are probationary party members.
During the 2020-2025 term, the Party Committee of the Department of Agriculture and Environment has promoted its core leadership role, closely coordinated with the Department's Board of Directors to synchronously deploy political tasks, effectively perform the State management function in the fields of agriculture, natural resources and environment. The achieved results have made important contributions to the sustainable socio-economic development of the province in the recent period.
Agriculture continues to play a supporting role
In the past 5 years, despite facing many difficulties, Tay Ninh's agricultural sector has maintained a stable growth rate of 3.5% per year on average. The structure of GRDP in the agricultural, forestry and fishery sector accounts for 15%, the value of harvested products per hectare of cultivated land reaches 115 million VND.
The restructuring program of the agricultural sector continues to be promoted towards commodity production, value chain linkage, and high-tech application. More than 9,900 hectares of land have been converted to high-value crops such as durian, custard apple, banana, etc., bringing in 3-6 times more income than traditional crops.
Crop production continues to apply many technologies such as: net house and membrane house systems combined with water-saving irrigation techniques, providing nutrients through irrigation systems, regulating humidity and light for nearly 118 hectares (32 hectares of melons, 86 hectares of orchids); using drones to spray pesticides on rice and some other crops; sprinkler and drip irrigation techniques for sugarcane, cassava, and fruit trees. The total area of advanced and economical irrigation in 2024 will reach 122,190 hectares (32%), an increase of 3.5% compared to 2020.
In livestock farming, continue to shift from small-scale, inefficient household farming to large-scale, concentrated farm farming, ensuring biosafety; especially the model of large-scale, closed, concentrated cold farm farming, applying high technology, developing rapidly. The rate of farm farming accounts for over 7%, an increase of 23.2% compared to 2020. The whole province currently has more than 616 livestock farms, the rate of products meeting good production process standards accounts for 12%.
Forest protection and development work has been focused on, contributing to maintaining a stable forest cover rate of 16.4%. In the 2020-2025 period, the province has planted more than 1,400 hectares of protective and special-use forests; naturally regenerated and developed over 3.8 million scattered trees.
Infrastructure investment, sustainable new rural construction
In the period of 2020-2025, the provincial Department of Agriculture has implemented 65 irrigation projects with a total capital of more than 1,374 billion VND (47 projects put into use, 18 projects are being implemented to ensure the progress of each project), in which the most prominent is the irrigation system west of the Vam Co Dong River worth 600 billion VND.
Rural clean water supply infrastructure has been invested in, ensuring clean water supply in rural areas in the province. The Provincial Clean Water and Environment Center is managing, operating and exploiting 73 water supply works with a total actual capacity of 13,036m3 /day and night (reaching 55.63% of the design capacity), supplying water to 25,128 households (reaching 90.42% of the actual number of households).
During the period, the Provincial Clean Water and Environment Center took over the management and operation of the Moc Bai urban water supply system with a design capacity of 7,000 m3/day and night, supplying water to 3,000 households. In addition, the provincial Department of Agriculture has also implemented investment in the construction, upgrading and repair of 13 water supply works with a total cost of about 72,500 million VND, contributing to raising the rate of rural residents using clean water according to standards to 72%, an increase of 9.98% compared to 2020; the rate of rural residents using hygienic water reached 100%.
The new rural development program has achieved many positive results: 100% of communes have met the new rural standards, of which 26 communes have met the advanced new rural standards and 4 communes have met the model new rural standards. One district (Ben Cau district) and three towns/cities (Tay Ninh city, Hoa Thanh town, Trang Bang town) have completed the task of building new rural areas.
Poverty reduction work was implemented through 191 projects and livelihood models, helping more than 1,587 households escape poverty sustainably, reducing the multidimensional poverty rate of the whole province to 0.65%.
The cooperative economy has developed strongly with 132 agricultural cooperatives, an increase of 42 cooperatives compared to the beginning of the term. The average revenue of each cooperative is 960 million VND/year, 70% of which operate effectively. Many farmer association models, such as the Bau Don durian and Tay Ninh custard apple associations, help connect farmers with businesses and scientists, spreading production knowledge.
Effective management of resources, environment and climate change response
The Department of Agriculture and Environment has implemented solutions to reduce greenhouse gas emissions, inventory and develop plans to reduce emissions for 54.7% of production facilities. To date, the province has 52/99 units (52.53%) that have installed 88/133 automatic continuous monitoring stations (66.17%). There are 47 units that have not installed, with 45 stations (41 wastewater stations, 4 gas emission stations).
From 2021 to present, the Department of Agriculture and Environment has advised on the issuance, extension and adjustment of 104 licenses for mining construction materials, 33 exploration licenses (of which 41 are still valid for mining and 3 are for exploration) and 356 water resource licenses. Total revenue from granting rights to exploit resources is nearly 280 billion VND, of which 56.2 billion VND is from water resources and 221.6 billion VND is from minerals.
Disaster prevention and control work has been proactively and effectively implemented. In the period 2021-2025, the province experienced 341 natural disasters, causing damage of about 120 billion VND, but response and recovery plans were promptly deployed.
From January 1, 2020 to May 16, 2025, the Department received and processed over 1 million administrative procedure records, of which the rate of records received online was over 90%. The rate of records processed on time reached 99.9%. The Department also digitized land data, irrigation systems, and deployed GIS applications to support planning and management.
In addition, agricultural product trade promotion has been promoted: 195 growing area codes, 6 export packaging facility codes, and participation in many fairs inside and outside the province.
Strive for growth rate of agriculture, forestry and fishery to reach 3%-3.5%/year
In the coming term, the Party Committee of the Department of Agriculture and Environment will coordinate with the Department's leadership to focus on perfecting the organizational structure, improving the quality of operations of agencies and units, and having appropriate solutions to consolidate, in order to ensure systematicity, synchronization, and streamlining, continuing to promote the comprehensive leadership role of the Party Committee; closely coordinate with the Department's Board of Directors to direct and operate the implementation of professional tasks well; build a fast and sustainable agricultural development, associated with environmental protection, climate change adaptation and ensuring food security.
In Party building work, strive to have at least 98% of Party members complete their tasks every year, 5% complete them excellently; admit at least 40 new Party members, 60% of whom are Youth Union members; issue and organize periodic thematic activities at Party cells.
Regarding socio-economic development targets, the Department strives for a growth rate of region I (agriculture, forestry and fishery) of 3%-3.5%/year (agriculture from 2.8%-3.2%; forestry from 1.3%-1.8%; fishery from 6.5%-7%).
The rate of communes meeting NTM standards by 2030 is over 90%, of which 50% of communes meet advanced NTM standards; the rate of clean water use in urban areas is 85%, in rural areas is 80%; the rate of solid waste treatment in urban areas is 100%, in rural areas is 98%; the forest coverage rate is 9%. By 2030, there will be basically no poor households (except for those who are no longer able to work).
In addition, the Department continues to tighten the management of resources, especially land, minerals, water and the environment. In the field of irrigation, promote the construction of multi-purpose projects, ensure water safety in the face of climate change; in the field of land, focus on commune-level land use planning until 2030, synchronized with administrative boundary adjustment, speeding up site clearance progress will create favorable conditions for attracting investment and implementing development projects.
Along with that, the Department of Agriculture and Environment identified administrative reform and digital transformation as continuing key tasks, aiming to improve the quality of service for people and businesses and move towards a modern and effective administration.
