However, recently, due to the impact of the process of restructuring the apparatus, merging at the provincial and communal levels, and dissolving at the district level, many localities have experienced lax management and abandoned areas... leading to subjects taking advantage to illegally exploit minerals, causing public outrage.
Currently, due to the high demand for minerals (especially minerals used as common construction materials) in the province and neighboring provinces, the profits from illegal mineral exploitation are large. Therefore, illegal mineral exploitation activities are increasingly using more sophisticated tricks such as: taking advantage of the dark, border areas, converting vehicles, and covering license plates to avoid control by authorities.
To protect unexploited mineral resources and strengthen the management of mineral exploitation activities, site improvement activities, foundation lowering, and transportation of excess soil in the province in accordance with regulations, ensuring security and order in the province, the Provincial Police have issued a document requesting the Provincial People's Committee to direct relevant departments, branches, and People's Committees of communes, wards, and towns to: Strengthen inspection, supervision, and strictly handle acts of illegal mineral exploitation; exceeding scope, capacity, and causing environmental pollution.
In particular, taking advantage of land leveling and leveling activities to illegally exploit minerals. Resolutely and strictly handle localities that show signs of negligence, laxity, and lack of responsibility in the management of the mineral sector. Strengthen propaganda and dissemination of laws on the media and press agencies so that people comply with the provisions of the law in this field, and do not allow the situation of taking advantage of land trading activities to illegally exploit minerals, causing environmental pollution and disrupting local security and order.
At the same time, the Department of Agriculture and Environment shall preside over and proactively coordinate with relevant departments and branches, advise the Provincial People's Committee to resolve difficulties and problems related to the licensing of mineral exploitation; manage mineral exploitation activities for common construction materials, ensure the supply of legal sources of raw materials for enterprises and organizations implementing key national projects and construction works in the province and neighboring provinces...
