Hanoi restructures land financial obligation process in electronic environment

The Hanoi City Public Administration Service Center has just issued Decision No. 1234/QD-TTPVHCC approving the pilot plan to restructure the process of performing financial obligations for administrative procedures in the land sector in Hanoi.

According to the City Public Administration Service Center, in the past, the implementation of financial obligations of people and businesses in administrative procedures in the land sector has encountered many difficulties and obstacles, requiring many trips because people have not been provided with full information about the process of handling documents, the implementation process has not been unified throughout the city, and documents and data have not been synchronized and connected.

In fact, in many cases, people go to the Tax office to receive notice of financial obligations, after fulfilling their financial obligations, they will go to the Tax office to request confirmation of completion of financial obligations or submit notice of financial obligations with paper receipts to the officer receiving the documents and go back and forth many times to ask for information and documents.

Therefore, restructuring the process of performing financial obligations for administrative procedures in the land sector in Hanoi to implement them in an electronic environment is urgent in the current context.

The plan to restructure the process of performing financial obligations for administrative procedures in the land sector in Hanoi includes: Eliminating the step where the Tax authority confirms the completion of payment of land use fees/land rent and sends a notice of results to the competent authority to handle the dossier.

The Tax Authority participates in the City's Administrative Procedures Information System, receives information transfer forms to determine financial obligations on land and accompanying documents from the competent authority to handle the documents circulated on the system.

After determining the financial obligation, the Tax authority synchronizes the notification of the financial obligation from the specialized system to the National Public Service Portal. This notification will be synchronized from the National Public Service Portal to the Administrative Procedure Information System to provide an electronic copy to citizens and businesses.

People and businesses pay taxes through the National Public Service Portal and receive electronic receipts on the National Public Service Portal. Electronic receipts will be synchronized to the city's administrative procedure settlement information system.

In case of synchronization errors, citizens and businesses will provide electronic receipts to the officer receiving the documents (100% online supplement via the National Public Service Portal).

The Administrative Procedure Information System will send a notification of financial obligations and an electronic receipt to the competent authority handling the application.

The competent authority handling the dossier is responsible for comparing the notice of financial obligations and the electronic receipt, in lieu of the document from the Tax authority confirming the completion of financial obligations, and carrying out the next steps in the settlement process for each specific administrative procedure.

People and businesses will receive notifications when there is a notice of financial obligations and when the electronic receipt is sent to the competent authority for settlement.

The entire process of determining, performing financial obligations and moving to the next step after completion is carried out in a seamless and complete manner on the city's Administrative Procedure Information System and the National Public Service Portal.

Time of application: Applicable to records received from September 3, 2025 for provincial-level administrative procedures, and from October 1, 2025 for commune-level administrative procedures.

The Hanoi Department of Agriculture and Environment shall preside over and coordinate with the City Public Administration Service Center to update the electronic process according to the restructuring plan in this decision on the City's Administrative Procedure Information System, to be completed before September 3, 2025.
