Take the lead and coordinate with units and localities to guide the reinforcement of dams, irrigation works, and dike systems to ensure safe agricultural production. Direct the work of anchoring boats, resolutely prohibit boats from going to sea when the storm directly affects them.
The Provincial People's Committee assigned the Department of Construction to ensure traffic safety; review and fix landslides and flooding on key routes. The Department of Industry and Trade in coordination with the Department of Agriculture and Environment shall closely monitor water levels and flood discharges from hydroelectric reservoirs; regulate appropriately to ensure safety of works and safety of downstream areas. At the same time, proactively inspect and urge hydroelectric plants to build and implement reservoir operation plans in accordance with approved procedures, promptly report to the Provincial People's Committee and the Provincial Civil Defense Command when there are unusual situations.
At the same time, direct local power units to ensure grid safety, have backup plans to supply power for command, rescue, hospitals, and key facilities. In addition, the Department of Science and Technology, the Provincial Police, the Provincial Military Command, and relevant agencies and units, according to their assigned functions and tasks, proactively deploy communication measures; prepare rescue forces and means.

To proactively prevent storms, the People's Committees of communes, wards, and Phu Quy special zone need to organize inspections, reviews, and prepare evacuation plans for people in dangerous areas, coastal areas, low-lying areas, and areas at risk of landslides. At the same time, prepare essential supplies to ensure the safety of people's lives and property.

Previously, according to the National Center for Hydro-Meteorological Forecasting, at 4:00 p.m. on August 24, the center of the storm was located at about 17.6 degrees North latitude; 109.9 degrees East longitude, about 470km from Nghe An, about 450km East Southeast of Ha Tinh, and about 390km East of Northern Quang Tri. The strongest wind near the center of the storm was level 13-14 (134-166km/h), gusting to level 16; moving west at a speed of about 20km/h and likely to strengthen further.
It is known that at this time, the government and people of the Central provinces are making efforts to take measures to prevent storms and minimize damage caused by storms.
