Leaders of Quang Tri province inspected the situation and directed response work to storm No. 5 in coastal areas.
On August 24, Chairman of Quang Tri Provincial People's Committee Tran Phong issued urgent dispatch No. 5/CD-UBND on focusing on emergency response to storm No. 5 and heavy rain.
The dispatch stated that storm No. 5 (Kajiki) is strengthening and moving very quickly towards the sea area from Thanh Hoa to Quang Tri with the strongest wind at sea possibly reaching level 12 - 13, gusting to level 15; the storm is forecast to make landfall directly in the area from Nghe An to Quang Tri on August 25 with wind near the storm center possibly reaching level 11 - 12, gusting to level 14.
From the afternoon of August 24 to the morning of August 26, Quang Tri province experienced a period of heavy to very heavy rain with total rainfall ranging from 150 - 300 mm, especially in the northern part of the province with rainfall ranging from 200 - 350 mm, with some places experiencing higher rainfall; there is a very high risk of flash floods, landslides in mountainous areas and flooding in low-lying areas, riverbanks, and urban areas.
This is a very strong storm, with a very wide range of influence, moving very quickly, and is especially dangerous. Forecasting agencies both domestically and internationally have predicted that the storm will make landfall directly with strong intensity. However, through inspections in the area, some response measures have not been thoroughly and drastically implemented, especially anchoring boats, securing houses, pruning tree branches, etc.
To urgently respond to storm No. 5, the Chairman of the Provincial People's Committee requested that heads of localities and units absolutely not be negligent or subjective, focus on leadership, direction, and proactively take response measures at the highest level to ensure the safety of people's lives and property, limit damage to people's and State's property, especially in the communes and wards in the north of Quang Tri province.
Resolutely request that all vessels still operating at sea leave the dangerous area and seek safe shelter. Coastal communes, wards and Con Co special zone focus on directing and guiding vessels to anchor in anchorage areas that ensure proper techniques and safety during storms, floods and storms.

The Chairman of the Provincial People's Committee requested the Secretaries and Chairmen of the People's Committees of communes, wards and special zones to resolutely relocate and evacuate people from unsafe houses and dangerous areas before the storm directly affects them; absolutely do not let people stay in construction camps, on rafts, aquaculture watchtowers, on boats when the storm makes landfall; if necessary, enforcement must be carried out to ensure the safety of people's lives, to be completed before 6:00 p.m. on August 24.
Urgently implement protective measures, reinforce houses, trim trees, reinforce warehouses, headquarters, schools, medical facilities, production and business service establishments, etc. Prepare fully essential goods, drinking water, spare batteries, especially at concentrated evacuation points and have plans to ensure security, order and social safety in all situations.
Propagate and advise people not to leave their homes from 9:00 p.m. on August 24 until further notice from the Commune Civil Defense Command (except for rescue forces and special cases).
Mr. Tran Phong requested relevant departments and units to ensure the safety of irrigation and hydroelectric dams, dike systems, and works under construction, focus on monitoring the gradual lowering of dam water levels to flood-receiving elevations, and check flood warning systems and communications with downstream areas to proactively evacuate and relocate people to ensure safety in case of flood discharge.

Also on the morning of August 24, Mr. Le Ngoc Quang, Secretary of the Provincial Party Committee, and leaders of the Quang Tri Provincial People's Committee inspected the situation and directed the response to storm No. 5 at the Nam Cua Viet Boat Anchorage Area, My Thuy Port and Nam Thach Han Irrigation Project.
Directing the response to storm No. 5, Provincial Party Secretary Le Ngoc Quang requested relevant agencies to implement the 4-on-the-spot principle in natural disaster prevention, in which the construction site of My Thuy Port project has a large area, a lot of machinery, equipment and workers, so the locality and project enterprise need to continue to implement storm prevention and control measures; coordinate with functional forces to ensure safety, security and order.
The Department of Agriculture and Environment coordinates with localities to grasp the situation of hydropower projects to ensure regular and continuous updates, thereby having a reasonable and proactive water discharge plan and early notification so that people are informed.
