The 7th Session of the 15th National Assembly Discussed in Groups on a number of draft Laws

Continuing the program of the 7th Session, the 15th National Assembly, on the afternoon of June 19, the National Assembly discussed in Groups about: Draft Law on Fire Prevention, Fire Fighting and Rescue. Draft Law on People's Air Defense. The National Assembly Delegation of Ninh Binh province participated in the discussion in Group 12 with the National Assembly Delegations of the provinces: Quang Binh, Hung Yen, Ninh Thuan .

Participating in the discussion at the Group on the People's Air Defense Law Project, delegate Tran Thi Hong Thanh, Deputy Head of the National Assembly Delegation of Ninh Binh province, agreed with the necessity of developing and promulgating the Law to contribute to perfecting the legal system on military and national defense, which has practical significance in protecting the Fatherland in the new situation.

To complete the draft, delegates suggested that the drafting agency should review and unify the phrase "management of unmanned aircraft and ultralight aircraft"; at the same time, add 1 more article on the applicable subjects.

Commenting on the Draft Law on Fire Prevention, Fire Fighting and Rescue, delegate Tran Thi Hong Thanh agreed with the necessity of promulgating the Law to institutionalize the Party's policy and meet the requirements of fire prevention, fire fighting and rescue in the new situation.

The delegate said that compared to the current Law, the scope of regulation of the draft Law has included additional rescue activities on the basis of legalizing Decree 83 of the Government regulating rescue work of fire prevention and fighting forces.

However, the delegate suggested that the drafting agency study and review the provisions in Article 33 of the draft Law, which stipulates: For common accidents occurring in daily life that are being carried out by fire prevention, fire fighting and rescue forces and have not yet reached the level of civil defense, including fire and explosion accidents, building collapses, landslides with people trapped, drowning accidents and other accidents not yet specified in legal documents.

According to the delegate, currently the provisions of the Law on Civil Defense, the Law on Railways, and the Law on Road Traffic Safety and Order also have specific provisions on the above issue. Therefore, the delegate suggested that the drafting agency review the scope of regulation of Article 33 to avoid overlapping with related legal documents.

Basically agreeing with the regulations related to rescue (Chapter IV), delegate Tran Thi Hong Thanh suggested that the drafting agency study and add more regulations on rescue reports, scene protection, and investigation of accident causes as a legal basis during implementation.

Previously, in the morning session, the National Assembly discussed in the hall the investment policy of the National Target Program on Cultural Development for the 2025-2035 period.

Through discussion, many National Assembly delegates agreed on the viewpoints and principles for building the Program. This is a very important program with very broad content, reflecting all areas of political, economic, cultural, social, security and defense life.

Delegates commented that the Program basically met the criteria of the National Target Program, had a breakthrough nature, aimed at concretizing and promoting the effective implementation of the Party's leadership and direction on cultural development..., actively contributing to the process of implementing the country's sustainable development goals, building culture to truly become a solid spiritual foundation of society, an endogenous strength and the soul of the nation.

In addition, many delegates emphasized the need to ensure consistency, compatibility, and feasibility between determining policy viewpoints and the system of goals, targets, total investment capital, capital structure, investment phases, tasks, solutions, and program components.
Ensure that the contents proposed to the National Assembly for approval of the program investment policy must be truly important, urgent, and prioritized.
