My Trung Industrial Park (IP) is planned on an area of ​​over 150 hectares, right next to Highway 10 - the main traffic route connecting Nam Dinh with Thai Binh, Hai Phong and key economic zones in the North. This is considered a "golden land" area, convenient in terms of traffic and potential for industrial development.

The My Trung Industrial Park construction investment project was granted an investment certificate by the Nam Dinh Provincial People's Committee to Hoang Anh Shipbuilding Industry Joint Stock Company, a company formerly under the Vietnam Shipbuilding Industry Group (Vinashin), now under the Vietnam Shipbuilding Industry Corporation since 2006, with a total investment of more than 358 billion VND.

After being granted an investment certificate, Hoang Anh Shipbuilding Industry Joint Stock Company (Hoang Anh Company) has carried out site clearance, construction of a number of internal traffic routes and a number of other items, attracting more than 10 secondary investors.

Due to financial resource difficulties and restructuring of Vinashin Group, since 2010 Hoang Anh Company has stopped investing in the construction of infrastructure of My Trung Industrial Park.

Due to the unfinished investment in industrial park infrastructure, only a small area has secondary investors operating.

Since 2017, Hoang Anh Company has proposed to terminate the project and was approved by Nam Dinh Provincial People's Committee.

In 2019, Vietnam Shipbuilding Industry Corporation proposed a document to handle the matter in the direction of "Shipbuilding Industry Finance Company Limited - VFC to recover assets and auction them" and was approved by Nam Dinh Provincial People's Committee.

However, up to now, this project is still "inactive", most of the land area of ​​the industrial park is still abandoned, fallow, becoming a place for grazing cattle, causing land waste.

Regarding this project that has been "suspended" for more than a decade, Nam Dinh province has repeatedly reported in writing and at meetings of the working delegation of the Government and central ministries and branches to work to remove difficulties and promote socio -economic development of the province, but the results are still unclear.

Last February, the People's Committee of Nam Dinh province continued to send a document to the Prime Minister and the Ministry of Planning and Investment (now the Ministry of Finance ) to review and report on investment projects with difficulties, obstacles, and long-term backlogs, including the My Trung Industrial Park infrastructure investment project.

Nam Dinh Provincial People's Committee requested the Prime Minister, ministries and central branches to continue to pay attention and direct to soon have solutions to remove obstacles for the project.
