specifically, Chief of the General Staff of the Vietnam People's Army, General Nguyen Tan Cuong, has just signed and issued Circular No. 68/2025 regarding the selection and calling of citizens for military service.

The circular states that the subjects of selection are citizens who have achieved health levels 1, 2 and 3 according to the provisions of Circular No. 105/2023 regulating health standards and health examinations for subjects under the management of the Ministry of National Defense .

Regarding health criteria for military recruitment, the Ministry of National Defense stipulates that the military will not call up citizens with refractive errors of myopia greater than 1.5 diopters, farsightedness of various degrees, and BMI less than 18 or greater than 29.9 for military service.

Amending and supplementing the temporary deferment of military service and exemption from military service for citizens who are the only workers who must directly support relatives who are no longer able to work or have not reached working age; in families that have suffered serious damage to people and property due to accidents, natural disasters, dangerous epidemics, confirmed by the People's Committee of the commune, ward, or special zone (collectively referred to as the commune level).

In addition, the list of citizens eligible for temporary deferment and exemption from military service must be made public on the commune-level electronic information portal and publicly posted at the headquarters of the commune-level People's Committee, agencies, organizations and community activities of villages, hamlets, residential groups, residential areas, hamlets, villages within 20 days from the date of signing by the Chairman of the provincial People's Committee.

Responsibilities of provincial and communal levels for military recruitment

specifically, the Provincial People's Committee directs the military service council, relevant units and commune-level People's Committees to recruit soldiers in accordance with regulations, ensuring sufficient quotas and quality of military service.

Carry out and direct military recruitment work; grasp the number of citizens subject to military service who are present and absent in the locality; organize training for officers and employees participating in military recruitment; direct the implementation of preliminary selection, medical examination, and strict, public, and transparent review... direct a number of communes, agencies, and organizations and jointly take responsibility for the quota and quality of military recruitment.

Establish regional military service health examinations and military service health examination council teams suitable for each locality and assigned targets, ensuring sufficient members and equipment according to regulations; organize health examination locations to ensure convenience for citizens...

Direct the review and approval of military conscription deferrals and exemptions strictly, democratically, fairly, publicly and have the decision signed and issued by the Chairman of the Provincial People's Committee.

Direct the calling for military service health check-ups in accordance with each locality; the number of calls for health check-ups must not exceed four times the quota for military service...

For the People's Committee at the communal level, it is responsible for directing the military service council, units and villages to carry out military recruitment according to regulations, ensuring sufficient quotas and quality of military recruitment.

Direct villages to organize elections and propose male citizens of military service age to participate in the preliminary selection according to regulations, ensuring democracy, fairness, transparency, quality and efficiency.

Organize preliminary selection; make a list of military service medical examination calls and hand it over to the medical examination council and the regional defense command; call for military service medical examinations (the number of calls for examinations must not exceed 4 times the quota for military service); review citizens for military service.

Report to the provincial military service council (through the provincial military command) the list of citizens eligible for military service, deferment and exemption from military service...

Publicly post on the electronic information portal and post at the headquarters of the People's Committee at the commune level, agencies, organizations, and community activities of villages the contents of the military recruitment quotas assigned by the province to the commune; cases of temporary deferment and exemption from military service; list of citizens subject to military service; list of citizens temporarily deferring or exempting from military service...

Coordinate with the regional defense command and the military unit to coordinate the military transfer, agree on the number of soldiers; decide to call citizens to join the army; and perform the military transfer ceremony in accordance with regulations.

Regularly exchange information on the situation of citizens called up for military service; coordinate with the regional defense command and the military unit receiving the soldiers to carry out compensation at the unit (if any).

Direct the commune-level military command to coordinate with the commune-level police and units to grasp newly arising issues of citizens preparing to join the army, promptly inform and provide information to the regional defense command and the military receiving unit to know and manage.

Coordinate with military units and families to resolve cases of desertion and desertion in accordance with the law.
