The State Treasury (KBNN) has reported to the Ministry of Finance and rearranged 20 regional KBNNs, in accordance with 34 new provincial-level administrative units.
Accordingly, the State Treasury will maintain the number of 20 regional treasuries and no more than 350 transaction offices, but will rearrange and reorganize a number of regional State Treasuries and the number of transaction offices to ensure compliance with the 34 new provincial-level administrative units and commune-level administrative boundaries.
The State Treasury has also consolidated its organizational structure, perfected the functions and tasks of the State Treasury in the regions, and basically completed the arrangement of key staff at regional State Treasury units and transaction offices.
For the units after the arrangement, the regional Treasury Director quickly hands over, receives civil servants and arranges personnel; proactively has a plan to assign tasks appropriate to capacity, professional expertise and workload requirements in each department and each locality.
To ensure the smooth, effective and uninterrupted implementation of tasks, on June 30, the Director of the State Treasury issued Official Dispatch No. 04/CD-KBNN on the arrangement and reorganization of the State Treasury system and serving the organization of two-level local governments.
Units arrange civil servants to handle tasks related to handover and system conversion, regardless of time, ensuring the principle of "when there is work, there must be someone to handle it" and receiving transaction records on Online Public Services 24/7, especially during the peak period from June 30 to July 4.
Directors of State Treasury in the regions are required to proactively and closely coordinate with tax, customs and financial agencies in the area to promptly and fully account for state budget revenues and expenditures; anticipate situations that may arise and promptly handle and remove difficulties and obstacles when converting and handing over finances in the area.
At the same time, direct the staff and support departments and transaction offices to coordinate closely, provide full information for transactions and proactively guide budget-using units in the area to promptly pay state budget expenditures, absolutely not allowing interruptions, especially expenditures for human resources and expenditures to ensure the operation of local governments after rearrangement and reorganization.
To promptly handle arising issues, the State Treasury has established a hotline to receive and process feedback sent to the State Treasury in the regions and step up information, propaganda, and guidance to people, businesses, and budget-using units in the area.
