On the afternoon of June 27, the Government Office held an online meeting to review the progress and results of implementing digital transformation, connectivity, and synchronization tasks to prepare for the implementation of a two-level local government model smoothly, effectively, and without interruption from July 1.

Deputy Prime Minister Nguyen Chi Dung chaired the meeting, attended by representatives of leaders of ministries, branches, localities, and leaders of leading information technology corporations; the meeting was broadcast live to 63 provinces and centrally-run cities.

At Lam Dong bridge, comrade Dinh Van Tuan - Vice Chairman of the Provincial People's Committee attended the meeting, along with leaders of departments, branches, sectors, and telecommunications enterprises.

The delegates listened to the Ministry of Public Security and the Ministry of Science and Technology (MOST) report on the situation and results of the implementation of tasks; ministries, branches and localities clearly stated the implementation results, difficulties and obstacles, proposed solutions to ensure no congestion, affecting the direction, operation and service activities for people and businesses; IT enterprises reported on the support results and committed to accompany the Government, ministries and localities in upgrading, perfecting, developing, managing and operating information systems, ensuring infrastructure, equipment, safety and information security when implementing the organization of the 2-level local government apparatus.

According to reports from the Ministry of Public Security and the Ministry of Science and Technology, 21/25 online public services have been identified as being able to fully implement data, and 4 public services are striving to fully implement data, ensuring the roadmap from July 1. Ministries and branches have completed the publication of 976 administrative procedures, accounting for 100% of administrative procedures that need to be published and made public in 28 Decrees on decentralization, delegation of authority, and division of authority.

In addition, the Ministry of Home Affairs has coordinated with FPT Corporation to transfer technology to build software to manage digital archives and solutions to ensure technical infrastructure for digital archives for localities in the process of reorganizing administrative units. At the same time, it has organized working groups to 15 localities to inspect, guide, support management, record storage, document digitization and is continuing to support the remaining localities.

As for Lam Dong, up to this point, it has agreed with Dak Nong and Binh Thuan to ensure infrastructure, digital platforms, and information systems in the arrangement of administrative units. Specifically, the three provinces agreed to use the integrated data sharing axis system, the document interconnection axis, and the domain name resolution system of the old Lam Dong province for use in the new Lam Dong province. Maintain the current status of the existing online video conferencing system of the administrative units of the three provinces; thanks to the coordination and support of the Central Post Office to connect to a specialized data network, operate the meeting system by routing through MCU devices. Maintain the current status of the existing document management and administration software systems of the three provinces, continue to use them to serve the resolution of pending directives and administration documents before July 1; from July 1, deploy and operate the (new) document management and administration software system for the entire new Lam Dong province. Maintain the current status of the administrative procedure settlement information system of the 3 current provinces to ensure the settlement of records and administrative procedures arising before July 1; from July 1, use the current Lam Dong province system at https://motcua.lamdong.gov.vn for the new Lam Dong province - The system has connected and linked administrative procedures with the national public service portal.

Lam Dong has also reviewed and supplemented the list and procedures for handling administrative procedures for 208 procedures that have been publicly announced by Dak Nong and Binh Thuan provinces. Up to now, training has been provided to officials and civil servants in all three provinces. Electronic identification codes of agencies and units have been developed, issued and announced according to regulations of the Government and the Provincial People's Committee. Connecting and exploiting data from the National Population Database, using the electronic one-stop system of Lam Dong province (old) for the entire new Lam Dong province. Testing systems for 6 new commune-level administrative units, including: online video conferencing system, document management, administrative procedure handling information system.

Deputy Prime Minister Nguyen Chi Dung highly appreciated the efforts and determination of ministries, branches, localities, corporations and enterprises who have urgently prepared for the approaching July 1 milestone. The Deputy Prime Minister directed: All agencies and administrative units in provinces and cities nationwide must clearly define the implementation and organization; ensure funding, resources and participation of enterprises at this urgent time; closely follow the set schedule, focus on organizing fast and effective implementation on the basis of mobilizing all resources and striving to complete the tasks.

The People's Committees of provinces and cities need to develop, issue and publish electronic identification codes of agencies and units; promptly publish and fully publicize the list of administrative procedures applied in the province; review and adjust internal procedures and electronic procedures of administrative procedures that have been decentralized, delegated, and assigned authority, and promptly implement them from July 1.

Review and complete regulations and rules related to the organization of public service performance; receiving and handling administrative procedures; managing, operating and ensuring security and safety of information systems after the administrative unit arrangement, ensuring unified implementation throughout the province.

The Ministry of Science and Technology coordinated with ministries and agencies to complete the testing of specialized data transmission network connections to the commune level, ensuring bandwidth to meet remote meeting needs in the context of increased geographical distance between communes and wards after the merger, to be completed on June 27.

The Ministry of Home Affairs coordinates with ministries, branches and localities to promptly guide the digitization of records and documents according to regulations, to be completed before June 30. The People's Committees of provinces and cities complete the conversion and coordination of data on the Systems of the provinces before the merger, ensuring completeness and accuracy in serving the management, operation, settlement of administrative procedures and provision of online public services.

Along with that, platforms and applications serving people, businesses and management and administration activities must review and complete the information system for handling administrative procedures; ensure synchronized data, unified electronic processes; fully connect with the national database on population, land, tax, insurance, etc.; and test from 6:00 p.m. on June 27 on the National Public Service Portal. Localities, ministries and branches must focus all their efforts, coordinate closely, and complete their tasks well.
