Connecting traffic infrastructure, creating momentum to promote the development of Dong Nai

The new Dong Nai province, based on the merger of the old Dong Nai province and Binh Phuoc province, will be a locality adjacent to the large urban area of ​​Ho Chi Minh City, the Central Highlands, the North Central region and the Central Coast, and will also have a border with the Kingdom of Cambodia.

With such a strategic location, synchronous investment and completion of the intra-provincial, inter-provincial and inter-regional transport infrastructure network are of particular importance to promote economic and social development.

Promoting progress of inter-regional connectivity projects

Currently, in the new Dong Nai province, a series of national key transport infrastructure projects are being implemented such as: Long Thanh International Airport; Bien Hoa - Vung Tau, Gia Nghia - Chon Thanh, Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressways and Ring Road 3 - Ho Chi Minh City. With the urgent need to serve economic and social development, these projects are currently being requested by the Government to accelerate the construction progress.

In particular, with the Long Thanh Airport Project Phase 1, Prime Minister Pham Minh Chinh requested investors and construction units to basically complete the project by the end of 2025 and put it into commercial operation in the first half of 2026. "The goal of basically completing the project by the end of 2025 remains unchanged" - Prime Minister Pham Minh Chinh emphasized during his inspection and working trip on the progress of the Long Thanh Airport Project in February 2025.

Similarly, the Bien Hoa - Vung Tau Expressway and Ring Road 3 - Ho Chi Minh City projects are also targeted to be technically opened to traffic by the end of 2025 and put into operation in 2026.

The two projects of Bien Hoa - Vung Tau Expressway and Ring Road 3 - Ho Chi Minh City not only play a role in promoting economic and social development but are also the main traffic axes connecting Long Thanh Airport with Cai Mep - Thi Vai seaport cluster and Ho Chi Minh City urban area.

Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Vo Tan Duc said that the advantage of these projects is that the locality has so far completed the site clearance work for construction. "Therefore, the province has requested investors and contractors to speed up the progress, work in "3 shifts, 4 shifts", work through holidays and days off to complete the technical traffic of the projects before December 19, 2025" - Chairman of the Provincial People's Committee Vo Tan Duc said.

Meanwhile, the Gia Nghia - Chon Thanh and Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway projects are also being accelerated. Of which, for the Gia Nghia - Chon Thanh Expressway Project, 4/5 component projects have been started so far. At the end of April, Component Project 1, the construction of the main route of the Gia Nghia - Chon Thanh expressway, the most important component project, was also broken ground by Binh Phuoc province.

The project to build a road connecting Dong Nai province with Binh Phuoc province from Provincial Road 761 Ma Da Bridge to the intersection with Ring Road 4 - Ho Chi Minh City through the province has a length of 44km, with a scale of 8 lanes. In which, the Ma Da Bridge Construction Investment Project has a scale of 8 lanes, in phase 1, the project is expected to invest with a scale of 4 lanes. The project to build Ma Da Bridge and the road connecting with Ring Road 4 - Ho Chi Minh City has a total estimated investment of more than 11 trillion VND (Ma Da Bridge is about 220 billion VND, the road is about 44km long, about 10.8 trillion VND).

Intra-provincial traffic connection needs to be top priority

Although they are two adjacent localities, at present, there is no direct traffic connection between Binh Phuoc and Dong Nai provinces. Therefore, planning and investing in the construction of traffic connections within Dong Nai province is considered a top priority and needs to be implemented soon.

Dr. of Science, Architect Ngo Viet Nam Son said that if in the past, investment in traffic projects connecting Binh Phuoc and Dong Nai was not really prioritized, now that the two provinces have merged into the new Dong Nai province, these projects need to be included in the top priority project cluster. "Not only connecting within the new province but also connecting to the sea, connecting to Ho Chi Minh City" - Mr. Ngo Viet Nam Son shared.

To realize the goal of connecting traffic infrastructure and promoting development, the Project to build a traffic route connecting through Ma Da Bridge is currently speeding up procedures to start construction.

On June 20, Deputy Prime Minister Nguyen Chi Dung signed a document on the policy of adjusting the Dong Nai Provincial Planning for the period 2021-2030, with a vision to 2050. Accordingly, the policy of adjusting the Provincial Planning according to the simplified procedures and order as proposed by the Dong Nai Provincial People's Committee to implement the Ma Da Bridge Connecting Road Project was approved.

At the working session with relevant units on the project progress in mid-June 2025, Vice Chairman of the Provincial People's Committee Ho Van Ha also requested the Provincial Construction Investment Project Management Board to speed up the progress of work to break ground for the construction of Ma Da bridge in early September.

According to architect Ngo Viet Nam Son, in addition to the above project, Dong Nai province also needs to research and plan new connection projects. In the context of limited public investment capital, the province needs to calculate and mobilize social capital from urban development projects towards Binh Phuoc province, thereby contributing to promoting investment in connecting transport infrastructure.

Dr. Pham Viet Thuan, Director of the Ho Chi Minh City Institute of Natural Resources and Environment, said that the connection and investment in technical infrastructure, especially traffic infrastructure as well as social infrastructure of the new Dong Nai province will become much more convenient. Because, when merged into a new province, the locality will have the right to self-determination for the common benefit of the locality. "This is the key to the problem of expanding space and spreading development momentum" - Dr. Pham Viet Thuan shared.
