Accordingly, the People's Committee of Nam Dinh province basically agreed on the proposal to develop a "symbolic" connecting transport infrastructure, turning around the situation, creating a breakthrough in the socio-economic development of the new Ninh Binh province, including studying the investment in building an international airport expected in the area of Y Yen district, Nam Dinh province (old) or other locations surveyed and proposed by the Ministry of Construction. At the same time, building main roads connecting the center of Ninh Binh to Nam Dinh and Phu Ly (old Ha Nam); building bridges across the Day River...

Regarding the proposed locations and scope of the above projects, currently in Nam Dinh, investment projects are being implemented (with investment policy decisions), such as: Project to build a landscape axis road connecting Nam Dinh - Hoa Lu; Trung Thanh Industrial Park; Hong Tien Industrial Park; Minh Chau Industrial Park; Thang Loi Industrial Cluster; Nghia Phong Industrial Cluster; Rang Dong Industrial Cluster; Nghia Hung Inland Water Port Project in Ninh Co Economic Zone...

Nam Dinh Provincial People's Committee recommends that when researching and investing in new projects, there should be no duplication or overlap with ongoing investment projects and that appropriate infrastructure connection plans between projects should be considered to promote investment efficiency.

Ninh Binh province (new) was established on the basis of merging three provinces: Ha Nam, Ninh Binh and Nam Dinh, with its political and administrative center located in Ninh Binh province (currently Hoa Lu city).

After the merger, Ninh Binh province has an area of over 3,942 km², a population of over 4.4 million people, and 129 commune-level administrative units (including 97 communes and 32 wards).
