
On the afternoon of June 30, in Hanoi, the Central Committee of the Vietnam Young Entrepreneurs Association held a press conference to announce the Vietnam Private Sector Forum (VPSF) 2025.
VPSF 2025 is a national-scale policy - dialogue - action event chaired by the Vietnam Young Entrepreneurs Association from July to September 2025, under the direction of the Central Youth Union and the Central Committee of the Vietnam Youth Union with the participation and coordination of the Vietnam Association of Small and Medium Enterprises.
Vice President of the Central Committee of the Vietnam Young Entrepreneurs Association, Head of the VPSF 2025 Organizing Committee Pham Thi Bich Hue said: VPSF 2025 is not just an event, but a three-round dialogue journey, from local to central, from practice to policy, from business voices to Government commitments.
The forum demonstrates the desire of the business community to accompany the process of institutional innovation, enhance endogenous capacity and promote the strategic resilience of the private economy in the new era. Each dialogue session will be a place where practice meets institutions, from which specific and feasible proposals will be made, linked to each industry, each locality and each business group.
“We also identify that entrepreneurs are not only producers but also creators. They are not only affected but must become partners in policy making. And they not only contribute to GDP, but also contribute to the future of the national institution,” the Vice President of the Central Committee of the Vietnam Young Entrepreneurs Association shared.

With the theme "Unleashing Potential - Creating Vietnam's Future", the Forum consists of 3 dialogue rounds. Round 1 (July and August): Local dialogues in 10 regional clusters nationwide, focusing on 4 main topics: Value chain autonomy; institutional creation; globalization of Vietnamese values; strategic capacity. Round 2 (afternoon of September 15 in Hanoi): 4 thematic dialogue sessions will take place, with the participation of relevant ministries, sectors, businesses and economic experts.
In particular, the third round is a high-level plenary dialogue session, expected to be attended, chaired and directed by Government leaders on the morning of September 16 in Hanoi. At this session, the Forum will issue the VPSF 2025 Joint Statement, demonstrating the commitment to accompany the private economic sector and policy-making agencies in creating a transparent and modern development environment, in line with the requirements of the new era.

The results of VPSF 2025 will be compiled and published in the “Vietnam Private Economic White Book 2025”, with specific and practical policy recommendations sent to the Government, ministries, branches and localities.
Immediately after the Forum, the Central Committee of the Vietnam Young Entrepreneurs Association will develop an independent toolkit to assess the level of readiness to support private enterprises, especially small and medium enterprises in localities. This toolkit not only creates an objective feedback channel from enterprises on the provincial business environment, but also serves as a basis for promoting reform competition between localities, enhancing state governance capacity and improving the provincial competitiveness index (PCI).
