BHG - For a mountainous, border province with fragmented terrain, many localities have only one road, upgrading and opening new intra-provincial roads is like a "blood vessel" to break geographical isolation, connect, bring opportunities and knowledge to each remote village, creating momentum for sustainable socio-economic growth.

"Great construction site" to open roads for people
In April 2025, joy came to the ethnic people of Bac Quang, Hoang Su Phi, and Xin Man districts when the project to renovate and upgrade Bac Quang - Xin Man road (DT.177) phase I was technically opened to traffic after 3 years of waiting.
The project to renovate and upgrade DT.177 road has a total length of over 42 km, starting from the intersection with National Highway 2 in Tan Quang commune (Bac Quang) to the end point in the center of Nam Dich commune (Hoang Su Phi). The project is designed according to the standards of a grade IV mountainous road, with a total investment of over 1,496 billion VND, and started construction in April 2022. Despite many difficulties due to frequent heavy rains causing flash floods and landslides, greatly affecting the construction progress, with great efforts and determination, the investor and contractors have completed the project on schedule. This route creates favorable conditions for transportation activities connecting with the western districts of the province, with the Xin Man (Vietnam) - Do Long (China) border gate and connecting with Lao Cai province.
Ms. Trieu Mui Moong, Chu Ha village, Tan Lap commune (Bac Quang) shared: "The upgraded and expanded DT.177 route creates very favorable conditions for people, especially the agricultural products we produce can now be easily brought to sell in many places, traders can also come to the place to buy, reducing transportation costs".
Along with that, the national highway system through the province such as National Highway 2, National Highway 279, National Highway 4C, National Highway 34... has also received investment, regular maintenance and repair. In the period of 2021-2025, the province has completed the renovation of 37.4 km of national highways, ensuring technical standards; 7 key provincial roads have also been prioritized for upgrading and renovation such as: DT.176, DT.183, Pa Vi - Xin Cai - Marker 456 road... Up to this point, 6/7 starting points are under construction with an estimated total investment of over 3,759 billion VND. These are highly connected traffic routes, playing a strategic role in ensuring national defense and security; at the same time, serving the needs of travel and transporting goods, contributing to the development of the local economy , especially in ethnic minority areas.

Since the beginning of the term, the province has implemented 44 key transport projects including roads, permanent bridges, and inland waterways. Up to now, 43/44 key projects have been started, including 1 national key project and 8 provincial key projects. This is a great effort of the province in the context of rugged terrain, harsh climate, and limited investment resources.
Mobilize people
"Every inch of land is gold - the village also donates" is a slogan showing the determination and consensus of the people in joining hands to build the New Rural Area. In Doi 5 village, Ngoc Linh commune (Vi Xuyen), the people have turned that slogan into concrete actions. From 2023 to now, with the motto "The State and the People work together", the whole village and commune have mobilized over 3 billion VND from social resources, building nearly 9km of roads. Many households contributed 40 - 50 million VND, donating hundreds of meters of land to widen the road, facilitating trade and changing the face of the countryside.
Identifying transport development as an important breakthrough in implementing the Resolution of the Party Congress at all levels, localities have focused on prioritizing resources, strengthening solutions, and striving to complete the targets. Accordingly, the district road system with a total length of more than 1,700 km is being strongly renovated, prioritizing regional connecting routes. Thanks to the effective integration of National Target Programs, the province has solidified 1,438 km of commune, village and intra-field roads, exceeding the set target by 50 km. The goal of having 100% of border villages with roads meeting New Rural standards by the end of 2025 is being actively and strongly implemented by districts. People donated 282,986 m2 of land to build concrete roads and traffic works, contributed 145,952 working days and opened 115,941 m of new dirt and stone roads; Maintain, repair and maintain 188,882 m of rural roads.

Urban transport and bridge and dam projects in the province are also focused on synchronous development. In the period of 2021-2025, the province will implement 6 urban road projects, of which 1 project has been completed and 5 projects are under construction. In particular, the projects under the Type II Urban Development Program - Ha Giang Sub-project are being extended to 2028, promising to create a new look for local urban areas. Ha Giang City Water Dam Project - a large-scale complex including irrigation, bridges and traffic
Mr. Nguyen Song Tu, Deputy Director of the Provincial Construction Investment Project Management Board, said: The project is being actively constructed; to date, many important items such as battery pillars, valve towers, earth retaining walls, arch bridge girder frames, etc. have been basically completed. When put into use, the project will not only help regulate water and reduce flooding, but also create an urban ecological landscape, contributing to the development of services and tourism.
However, in addition to positive results, there are still many difficulties and challenges in the implementation of transport projects. Some projects are at risk of being behind schedule due to design adjustments, problems with site clearance or lack of funding. The province is continuing to direct investors, project management boards and contractors to speed up construction progress, ensure project quality and timely disbursement. At the same time, it is necessary to strengthen inspection, remove obstacles in site clearance, investment procedures and mobilize diverse resources from the central government, ODA capital, development partners, etc. to ensure overall progress.
In the new socio-economic development strategy, to create a corridor for border economic development and effectively exploit the potential of tourism, agricultural and forestry goods and market connection, transportation is still determined to be "one step ahead", bringing convenience, safety, building trust, and spreading innovation momentum. With synchronous solutions, the province is gradually removing the "bottleneck" in transportation to develop and expand new development space.
