Hai Phong responds to storm No. 5 early and from afar

In order to protect the safety of the dike and irrigation system, rice and crop areas, and promptly overcome the effects of rain circulation caused by storm No. 5, irrigation exploitation companies in Hai Phong proactively implemented many measures.

Proactive

According to forecasts, due to the impact of storm No. 5, coastal areas of Hai Phong such as Bach Long Vi special zone, Cat Hai, Do Son ward will have strong winds, combined with rising water levels of 0.5 - 1.8 m, with the risk of adverse impacts on the dike and irrigation systems, and the risk of coastal and estuary flooding on the evening of August 25 is very high. Faced with this risk, localities and irrigation companies have proactively deployed preventive measures.

Vinh Bao district used to be one of the city's key agricultural production areas and is also a low-lying area, with crops and plants easily affected by storms. Mr. Le Minh Tan, Chairman of Vinh Bao Irrigation Works Exploitation Company Limited, said that by the morning of August 25, the entire canal system in the area managed by the company had its buffer water level lowered from 0.5 to 0.6 m.

From the afternoon of August 24, the company organized 100% of its troops to be on standby, reinforcing the areas of dikes and culverts that are vulnerable to flooding. The company also conducted a trial run of three pumping stations in Cong Hien, Xi Phong, and Thuong Dong to pump water to drain flooding in time when heavy rains occur, and reserved field pumping stations in low-lying areas such as Cong Hien and Tien Phong when necessary.

At the Da Do irrigation system through the 5 localities of An Lao, Kien Thuy, Duong Kinh, Kien An and Do Son, the work of preventing storm No. 5 is also highly focused. Mr. Dong Quang Duc, Deputy General Director of Da Do Irrigation Works Exploitation Company Limited, informed that the company is on duty 24/24 hours; checking key works, low-lying areas, and canals that are cut off due to the impact of projects, promptly and proactively lowering the buffer water level of Da Do River and local canals by 0.5 - 0.6 m.

In case of heavy rain, the company is ready to operate the Quang Hung and Bat Trang drainage pumping stations to lower the buffer water level in the system. At the same time, the company takes advantage of the low tide to operate the sluices under the dike to continue draining water in the area. In addition, the company proactively coordinates with localities to have a ready support plan to ensure the safety of the sluices under the weak dike, especially the sluices along the sea dike 1 and the sluices along the Van Uc river dike.

In localities such as Tien Lang, Thuy Nguyen, An Duong, the work of preventing storm No. 5 has also been promptly deployed with many specific solutions and measures. Mr. Tran Quang Hoat, Chairman of An Hai Irrigation Works Exploitation Company Limited, said that in the past 2 days, the company has continuously organized the drainage of buffer water in the An Kim Hai canal system and the internal canals through Cai Tat sluice and sluices under Lach Tray dike to lower the buffer water level in the system to the lowest level. The company is also ready to operate the Hoang Lau drainage pumping station to drain water for Trang Due industrial park, An Duong industrial park and residential areas in An Phong ward...

From August 24, Vinh Bao Irrigation Works Exploitation One Member Co., Ltd. proactively lowered the buffer water level of Chanh Duong canal to prevent storms.

According to the Department of Agriculture and Environment, the development of storm No. 5 is still complicated, moving quickly, localities and units need to continue monitoring the development of storm No. 5 and the rain and flood situation in the city to have timely, flexible and effective response measures.

People's Committees of communes, wards, special zones, and one-member LLCs exploiting irrigation works in localities shall proactively implement preventive and response measures. In particular, for the field of cultivation, localities and units shall have plans to direct the drainage of buffer water on the main river system and intra-field canals to promptly prevent flooding.

For rice areas from panicle initiation to flowering, it is necessary to keep water shallow on the field surface; clear the flow on drainage canals, check and raise the banks of the area, plot banks, and drainage canal banks to ensure quick drainage for areas at risk of flooding.

Localities and irrigation companies mobilized all means of pumping to quickly drain the water and save rice in flooded areas. The focus was on low-lying areas, late-season rice planting in the communes of Kim Thanh, An Thanh, Lai Khe, Thanh Ha and the wards of Ai Quoc, Kinh Mon, Pham Su Menh, Tran Lieu, Nhi Chieu, Chi Linh, Chu Van An...

Focus on dredging drainage channels, bed ends, and stages, and zoning off areas to prepare quick and timely drainage plans in case of flooding. Temporarily stop planting vegetables during storms and prepare seeds to be ready to plant early winter crops after the storms end.

With the active and proactive participation of localities and units in implementing measures to prevent storm No. 5, we believe that the work of preventing storm No. 5 in the city will take place smoothly, safely protecting the dike system, irrigation, rice, crops and assets of organizations and people.
