Born and raised in a purely agricultural village, this dark-skinned, honest-looking man is someone who understands the area and the people very well and always maintains a decisive style, saying what he does. Hien Thon village was formed when it was merged in 2018. The village has a large area, a large population (more than 1,000 people), and a diverse economic life from agriculture to services and small-scale industry. At the time of the merger, it was inevitable that people would discriminate and compare the old village and the new village. However, since Mr. Mien was elected as the Party cell secretary, with a flexible approach, "taking the people as the root", Mr. Mien and the Party cell committee have led and organized many meaningful movements.

Notably, when the village started to build a model village, Mr. Mien and the Party Committee and Party cell promoted the leadership role of the grassroots Party organization, from meetings, discussions, and issuance of specialized resolutions of the Party cell to the establishment of a village development committee, developing plans, assigning tasks clearly to people, and clearly assigning responsibilities to each member. At the same time, doing a good job of orientation, propaganda, and mobilization, creating consensus among the people in the village. With a methodical organization and implementation, people clearly understood the purpose of the movement to build a model village, thereby enthusiastically participating in contributing their efforts to implement the criteria.

With the consensus and contribution of the villagers, the landscape and environment have been given a new look, becoming more spacious, brighter, greener, cleaner and more beautiful. The village has planted 1.5km of flower and tree roads; built 3.7km of lighting lines; renovated 1km of drainage ditches, and painted murals to make the village roads and alleys more colorful and vibrant.

Thanks to the good mobilization work, 100% of households in the village classify waste at source, use standard trash cans; waste is collected periodically every 4 days. Mr. Mien and village officials mobilized people to renovate their gardens and plant valuable fruit trees. Many models of growing safe vegetables, watermelons, and squash have been effectively implemented.

The economy has developed, people's income has increased, and cultural and social activities have also had many positive changes. The cultural and sports movement in the area has developed strongly with folk dance clubs, intergenerational clubs, volleyball clubs... attracting a large number of people to participate, thereby strengthening community cohesion. In 2024, Hien Thon was recognized as a model new-style rural village. In 2025, the village was honored to be one of the 5 typical advanced collectives in the 2020-2025 period of Hoang Hoa commune... That result has a great contribution from the cadres, party members, and people in the village, including the dedication and responsibility of cadres and party members like Mr. Mien.

According to Mr. Mien, village cadres are the “extended arms” of the Party and the government with the people. They must not only “talk and do” but also be exemplary “locomotives”, knowing how to “ignite” the emulation movements in labor production and maintain security and order at the grassroots level. To effectively carry out the work, it is necessary to not only implement the principle of “people know, people discuss, people do, people inspect” to create unity and consensus among the people, but also have a clear plan and method in organizing the implementation. Socialization activities need to be carried out flexibly, publicly, and with prestige, promoting initiative and creativity in each activity and each movement. Only then can we foster solidarity in the community, join hands to build increasingly civilized and prosperous villages.
