With the determination "Every Quang Ninh citizen enjoys the fruits of inclusive growth, leaving no one behind", the province has implemented many comprehensive solutions in all fields. In the period of 2021-2025, the province mobilized over 120,000 billion VND to implement Resolution No. 06-NQ/TU of the Provincial Party Committee issued in May 2021 "On sustainable socio-economic development associated with ensuring national defense and security in communes, villages, and hamlets in ethnic minority, mountainous, border, and island areas in the period of 2021-2025, with a vision to 2030" and 3 national target programs. Notably, socialized capital accounts for 84%, mainly from credit capital. Loan turnover for agricultural and rural development in the province reached over 97.4 trillion VND. Production support programs, technology transfer, and vocational training are implemented flexibly, suitable to local conditions. With the support of the province, many ethnic minority households in the province have boldly invested in economic development models that bring stable income.

In order to encourage poor and near-poor households to escape poverty, the province focuses on vocational training for rural workers, especially in mountainous and island districts. Many short-term vocational training courses linked to actual needs have been organized, helping people have stable jobs in the service, tourism and supporting industries.
At the same time, the province has resolutely implemented the policy of eliminating temporary and dilapidated houses. Over 1,000 households affected by Typhoon Yagi and households in difficulty have been supported with housing. During the implementation process, provincial departments, branches, standing agencies of the Program, local People's Committees and related units always exchange and coordinate to promptly resolve difficulties and problems or propose to superiors matters beyond their authority.
According to the report of the Provincial People's Committee, the poverty rate in early 2021 was 0.41%, equivalent to 1,526 poor households. By 2022, it will decrease to 0.067%, equivalent to 258 poor households, and by the end of 2023, the whole province will have no poor households, no poor communes, no particularly difficult communes in the coastal and island areas. In particular, by September 2023, Quang Ninh will complete the elimination of temporary and dilapidated houses. The average income per capita in ethnic minority, mountainous, border and island areas of the province will reach 83.79 million VND/year (an increase of 40.09 million VND compared to 2020), about 1.4 times higher than the national average.
With this result, in 2022, Quang Ninh was recognized by the Government and central ministries and branches as the first locality in the country to complete the sustainable poverty reduction target for the 2021-2025 period, 3 years earlier than the national roadmap.
Quang Ninh’s efforts have demonstrated the effectiveness of the synchronous and drastic participation from the Party Committee, the government to socio-political organizations, the reasonable allocation of resources and the “multidimensional poverty” approach, focusing on income, health, education, housing, employment and access to information. Quang Ninh has become a model for localities nationwide to study, learn from and implement in order to soon achieve results according to the poverty reduction targets and tasks assigned by the National Assembly and the Government.
In order to improve the quality of people's lives, on March 30, 2023, the Provincial People's Council passed Resolution No. 13/2023/NQ-HDND with the multidimensional poverty standard for the 2023-2025 period about 1.4 times higher than the Central level. According to the new standard, by the end of 2023, the whole province will have 246 poor households (accounting for 0.064%) and 3,063 near-poor households (accounting for 0.797%); in 2024, the whole province will have 8 poor households (accounting for 0.002%) and 1,197 near-poor households (accounting for 0.31%). It is expected that by 2025, the whole province will have no more poor or near-poor households according to the province's own multidimensional poverty standard.
In the context of the province's strong transformation to become a dynamic economic center of the Northern region, maintaining poverty reduction achievements is an urgent requirement. Because development is only truly sustainable when all people benefit, no one is left behind.
Persistently pursuing the goal of sustainable poverty reduction, one of the key tasks the province has set for the coming period is to closely combine rapid and sustainable economic development with cultural and human development; between promoting urbanization and building model new rural areas, aiming to narrow the gap between rich and poor, regional differences, ensuring social security, equity and social progress. That is the solid foundation to comprehensively improve the material and spiritual life of ethnic minorities, building an increasingly strong national solidarity bloc.
