Up to now, the total number of managers, teachers and staff at educational institutions in Hai Lang commune is still 10 people short of the assigned quota. At Hai Lang Primary School, in the 2025-2026 school year, there is still a shortage of 1 cultural teacher; and at Hai Lang Secondary School, this number is 6 people, including 1 manager, 4 subject teachers, 1 school health worker; Dong Rui Primary and Secondary School is short of 1 academic staff, 2 secondary school teachers.
According to the representative of Hai Lang Commune People's Committee, the local shortage of some subjects, especially at the general education level, causes difficulties for schools in implementing their tasks, affecting the arrangement and assignment of teaching, as well as health care and professional support in schools. Therefore, the locality requested the province to continue to pay attention and have solutions to promptly supplement the staff for the missing positions to ensure the number and structure of the teaching staff according to the norm before the new school year. In particular, priority should be given to recruiting or mobilizing teachers of the subjects that are lacking at the secondary school level to ensure the distribution of the program and the quality of teaching.
In addition to not ensuring the prescribed teacher quota, the lack of recruitment and contract sources, especially in mountainous, border, island and ethnic minority areas and with specific subjects such as information technology, foreign languages, music , fine arts, physical education, national defense and security education... is also a common situation in many educational institutions.
In Dong Ngu commune, most schools in the area lack resources to recruit and contract, especially general teachers teaching subjects that meet the requirements of the 2018 General Education Program, such as English teachers, IT teachers... Furthermore, due to the specific characteristics of surplus and shortage of local subjects, the work of arranging, assigning and organizing teaching activities, measures to improve the quality of education faces many difficulties, especially in the 2 inter-level schools because each junior high school block has only 1 class.
The reason for this situation is believed to be due to the geographical conditions of the province being long and fragmented, with many areas having low population density, and there is a relatively large difference in educational level and socio-economic conditions between regions, making it difficult to attract and improve the quality of teachers. On the other hand, the Law on Education requires higher professional standards and training levels, and many new subjects have not yet been able to provide additional training for teachers.
Some legal regulations on decentralization and delegation of power after the implementation of the 2-level local government model were not unified, so initially there were difficulties in implementing state management work in the area, especially in regulating educational human resources.
Notably, the number of pedagogical students graduating in the province is much lower than the number of teachers lacking. On average, 200-300 pedagogical students graduate each year, but many excellent and good graduates are concentrated in favorable localities. In addition, the province's policies are not strong enough to attract good managers and teachers to work at local educational institutions.
To overcome this, in the 2025-2026 school year, the Quang Ninh Department of Education and Training determined to develop the team of teachers and educational institution managers to gradually ensure sufficient quantity and reasonable structure. At the same time, it will strengthen the implementation of the plan to transfer and second teachers from places with surplus to places with shortage; teachers will teach inter-school in localities to effectively use the existing team of teachers. The Department will also arrange and assign staff, teachers and employees to ensure teaching and learning, proactively overcome the local surplus and shortage of teachers; effectively implement the policy of "where there are students, there must be teachers in the classroom".
