Capital goes into life
The family of Ms. Ta Thi Nguyet (48 years old, The Thanh village, Van Duc commune) was previously a near-poor household. In 2019, she borrowed 50 million VND from Hoai An Social Policy Bank to buy 3 breeding cows.

Ms. Nguyet shared: “The day I received the capital, I was very worried, afraid that if I failed, I would not know how to pay the bank. Luckily, the commune officials guided and applied the techniques, so the herd of cows developed well. From the initial 3 cows, I now have more than 10 large and small cows; each year I sell about 5 cows, earning over 90 million VND in profit. Thanks to that, by the end of 2023, I will have escaped near-poverty status.”
Not stopping there, from the accumulated money, Ms. Nguyet continued to borrow another 100 million VND to buy breeding cows, raise 8 sows and plant more than 400 apricot trees to sell for Tet... Thanks to diversifying production, each year her family earns more than 350 million VND after deducting expenses, creating a foundation for sustainable development.
Similarly, Mr. Le Van Dai (37 years old, Gia Chieu 2 village) said that policy credit with preferential interest rates is an important lever to maintain and expand his family's garment processing facility. In early 2024, he borrowed 70 million VND from the employment program of the Hoai An Social Policy Bank to expand the workshop and buy more machinery. Currently, the complex has 20 machines, with an output of 20,000 - 30,000 products/month, creating stable jobs for 25 workers with an income of 6 - 9 million VND/person/month.
Mr. Dai confided: “Thanks to the loan, I expanded production and bought new machines. The happiest thing is that it not only increased my family’s income but also created stable jobs for many women in the area.”
Or like Mr. Le Thieu's household (48 years old, Phuoc Binh village, An Hao commune) borrowed 100 million VND from the job creation program and other sources of capital, invested in building barns, and raised more than 4,500 egg-laying chickens in the form of "pillows". Each year, the profit is about 300 million VND. From a poor household, Mr. Thieu's family has now become well-off.

Good loan growth
By the end of August 2025, Hoai An Social Policy Bank was the unit with high outstanding debt growth in the province. The total outstanding debt of loan programs as of August 25 reached more than 831 billion VND, with more than 10,000 borrowers. Strong growth programs include: Loans for students in difficulty; poor, near-poor, newly escaped poverty households; job creation; production and business in difficult areas... This shows that the loan capital has reached the right address.
In addition, there are currently 218 Savings and Loan Groups (S&L) in 5 communes: Hoai An, Van Duc, An Tuong, An Hao, Kim Son. Of these, 215 groups are classified as good, 3 groups are classified as fair. Ms. Nguyen Thi Tri, Head of the S&L Group of the Women's Union of The Thanh 2 Village (Van Duc Commune) said: "The total outstanding debt of the group is about 4 billion VND, among the highest in the commune; people mainly borrow for livestock farming. As the group leader, I always support households to have timely access to capital."
Mr. Vu Thanh Minh, Chairman of An Tuong Commune People's Committee, assessed: "Thanks to close coordination with Hoai An Social Policy Bank, the total outstanding credit balance in the commune as of August 25 reached more than 153 billion VND, with 1,862 households borrowing capital. In the coming time, the commune will continue to coordinate with the Bank to improve credit quality, prioritize capital for poor and near-poor households and effective models, in order to create sustainable livelihoods and reduce poverty substantially."
According to Ms. Vo Thi Oanh Kieu, Deputy Director of Hoai An Social Policy Bank, in the coming time, the unit will continue to closely coordinate with the government and entrusted organizations to strengthen credit quality, manage capital well, and limit overdue bad debts. In particular, it will prioritize disbursement of capital for poor, near-poor, and newly escaped-poverty households; at the same time, link policy credit with science and technology transfer, helping people to effectively promote loans, sustainably reduce poverty, and contribute to building new rural areas in localities.
