On July 7, at a meeting to report on the renovation, beautification, and environmental sanitation on both sides of the To Lich River, Vice Chairman of the Hanoi People's Committee Nguyen Trong Dong and Vice Chairman of the Hanoi People's Committee Duong Duc Tuan requested that from now until August 30, the wards along both sides of the To Lich River must complete all renovation and beautification work on both sides of the river, such as paving sidewalks, making railings, planting trees, and grass.
At the same time, promote propaganda for people to maintain hygiene and put garbage in the right place. Hanoi Department of Agriculture and Environment will soon deploy trash bins along both sides of the river, contributing to maintaining environmental hygiene in the area.
According to Vice Chairman of Hanoi People's Committee Nguyen Trong Dong, in the immediate future, the extraction of water from West Lake must be studied, ensuring sufficient capacity, carefully analyzing water samples, and evaluating so as not to change the hydrology of the water environment.
Regarding the major policy, taking water from the Red River to supplement West Lake and To Lich River must be strictly controlled and evaluated in terms of total investment, component costs, exploitation and operation, and maintenance costs. Especially when supplementing water to West Lake, it is necessary to strictly control the hydrological environmental conditions, not affecting the ecological environment of the lake.
Previously, reporting at the meeting, Director of Hanoi Department of Construction Nguyen Phi Thuong said: Up to now, the Department of Construction has completed phase I of dredging mud from the riverbed, from Hoang Quoc Viet Street to Khuong Dinh Bridge, with a route length of about 7km, volume of about 49,914m3.
It is expected that in August 2025, phase 2 (from Khuong Dinh bridge to Long Quang pagoda) will be completed with a length of 5km, volume of about 11,800 m3. Regarding the connection of the remaining 63 spillways along To Lich river (additional collection of spillways from Hoang Quoc Viet street to the dam), up to now, 19/63 spillways have been connected; 42/63 spillways are in progress. Construction is expected to be completed in July 2025, to carry out renovation after construction in August 2025.
The remaining spillways from the dam area to the end of To Lich River (the confluence of To Lich and Nhue Rivers) on the right bank of To Lich River have about 10 spillways, on the left bank of Kim Nguu River downstream have about 63 spillways, the Project Management Board is studying and proposing a separate project for Yen Xa.
Regarding the environmental sanitation and greenery on both sides of the river, the Department of Construction has directed the Hanoi City Technical Infrastructure Management Center and contractors to maintain ornamental trees, patch trees, and grass on Lang Street and along the To Lich River regularly and continuously, ensuring the prescribed frequency.
Regarding the plan to supplement water from the To Lich River, in the short term, water from the Ho Tay Wastewater Treatment Plant will be used. In the long term, the Department of Construction is working with a consultant to study a plan to supplement water from the Red River./.
