On the morning of June 27, the Hanoi People's Council passed a resolution approving the investment policy for the environmental improvement and waste-to-energy project in Hanoi.
The total investment of the project is more than 7,500 billion VND, equivalent to more than 310 million USD. The project does not use state capital. The factory is expected to be tested in the second to third quarter of 2029 and officially put into operation in the fourth quarter of 2029.
According to the report of Hanoi People's Committee, the project's goal is to treat daily household waste, old waste buried at Nam Son Solid Waste Treatment Complex (Nam Son landfill) in Soc Son district and wastewater sludge by incineration with heat recovery to generate electricity.
The project ensures current environmental standards and regulations to renovate and restore the existing landfill environment, bringing high socio -economic efficiency, contributing to improving the environment of Soc Son area, especially odor pollution, affecting people's health. At the same time, creating conditions to attract investment and develop the local socio-economy.
The investor proposing the project is a consortium of Shanghai SUS Environmental Joint Stock Company (Chinese enterprise) - Hainan SUS Environmental Investment Co., Ltd. (Chinese enterprise) - Green Energy Environmental Investment Joint Stock Company (Vietnamese enterprise).
According to Hanoi, the Hanoi waste-to-energy plant has a processing capacity of 2,400 tons/day. The capacity to process household waste is 2,250 tons/day, of which the 2030-2040 period is 1,500 tons/day for daily household waste, 750 tons/day for landfill waste (the amount of waste put into the incinerator).
The period from 2040 onwards is 2,250 tons/day for daily household waste.
Sludge treatment capacity after drying is 150 tons/day (from sludge drying system); power generation capacity is about 60MW (installed capacity).
The project will build a sludge drying system with a capacity of 600 tons/day. The amount of sludge after drying is 150 tons/day with a humidity of about 40% and is sent to the incinerator to be burned at the same time as domestic solid waste.
Examining this content, the Urban Committee of the Hanoi People's Council said that with the goal of treating daily household waste, old waste... investing in a waste-to-energy plant to treat new waste and a part of old waste, sludge to improve the efficiency of the current waste treatment, bringing high economic and social efficiency.
The project also aims to improve the environment of Soc Son area, especially odor pollution, affecting people's health; creating conditions to attract investment and develop the local socio-economy is very necessary.
In addition, according to the Urban Board, when the project is implemented, the scale of the Soc Son waste treatment complex will be maintained as it is now, without the need to expand phase 3, contributing to saving land funds.
In operation since 1999, Nam Son Waste Treatment Complex is the largest landfill in Hanoi, receiving thousands of tons of waste every day.
