In Quang Yen town, the construction site of the road connecting Ha Long - Hai Phong expressway to Dong Trieu city is gradually reaching the finish line after more than 2 years of implementation. This is a key project, not only to connect inter-regions, but also to open up a new development path for the area. Nearly 1,200 households had their land reclaimed, more than 180 households had to relocate and 240 graves were moved. Nearly 99% of the area to be cleared has been handed over, helping to ensure the project's progress and open up new development space for Quang Yen.
In 2025, Quang Yen Town continued to conduct land acquisition for 24 projects with a total reclaimed area of more than 1,820 hectares, affecting nearly 2,500 households and organizations. Behind these numbers are hundreds of public meetings, thousands of propaganda and mobilization sessions at the grassroots level. The proactive, decisive and flexible participation of the political system has helped many projects avoid significant delays.
In fact, not all projects have a smooth implementation process. The Song Khoai Industrial Park Infrastructure Project is a typical example. Although the inventory work has been carried out since 2020, many households have not yet received compensation and have not yet handed over the land according to schedule. For example, Mr. Bui Van Thang's family (village 2, Song Khoai commune) agreed from the beginning and had no complaints, but the process of preparing and approving the compensation plan was prolonged due to the transition between the 2013 Land Law and the 2024 Land Law.
“We are exemplary in following the policies of the local government, but it has been several years and we have not received any notice. We also hope that if the project is not implemented, there will be a clear notice so that we can build and plant trees,” said Mr. Thang.
Not only in Quang Yen town, the "bottleneck" in land acquisition and clearance is also a difficult problem for Dong Trieu city, where large projects are continuously being implemented. In particular, the technical infrastructure project of the Trai Moi B resettlement area in Binh Khe ward is one of the projects facing difficulties due to the lack of consensus from the people. Many disadvantaged households, after having their land and houses recovered, do not have enough financial capacity to buy land in the resettlement area. Ms. Nguyen Thi Nhang, one of the affected households, shared: If the land is recovered, the State will return me the resettlement land plot here. However, the compensation price is only 52,000/m2, and the selling price to us is nearly 7.3 million/m2, how can I afford to buy it. Therefore, my family has not agreed.
Mr. Phan Thanh San, Deputy Director of the Dong Trieu City Land Fund Development Center, said: The implementation of the new land law has caused great concern for authorities as well as the people. For example, land and assets created on land that are not used for the right purpose will not be compensated according to the new land law. This is a difficulty and problem that people are very concerned about and earnestly request that the local government should have appropriate support mechanisms.
From the practice in Quang Yen and Dong Trieu, it can be seen that land acquisition and compensation is a comprehensive problem, not simply a matter of land acquisition and compensation payment. It is a combination of laws, implementation mechanisms, management capacity and social consensus. When people's rights are not clearly and transparently guaranteed, when local authorities are still passive and lack initiative in resolving each arising situation, land acquisition and compensation cannot be the starting point, but will become a barrier, delaying the entire urban development process.
However, it is worth noting that localities do not avoid difficulties. Many solutions have been proposed to remove bottlenecks. Authorities are actively reviewing all cases of delay, adjusting compensation plans to be closer to market prices, and at the same time increasing dialogue and transparency of information for the people. These efforts not only help to strengthen people's trust in the government, but also create conditions for projects to be implemented on schedule.
