As of May 2025, Quang Ninh has more than 366,000 children under 16 years old, accounting for nearly 23.5% of the population. Of these, about 4,000 children are in special circumstances, nearly 4,400 children are at risk of falling into special circumstances. These numbers not only reflect the current situation, but also serve as a reminder of the common responsibility of the whole society in protecting and caring for children.
Over the past years, Quang Ninh has implemented a series of practical policies and programs aimed at ensuring the rights and comprehensive development of children. In 2024, the province will spend nearly 90 billion VND on child protection and care; of which more than 50 billion VND will come from the state budget and nearly 40 billion VND from socialized sources.
Notably, 100% of children under 6 years old have been granted health insurance cards, more than 520,000 children have received free medical examination and treatment. The rate of mobilizing 5-year-old children to go to school reached 99.9%; the rate of completing primary school reached 98%; 3,155 children with disabilities have received integrated education.
Quang Ninh focuses on protecting children from the risks of violence, abuse, accidents and drowning. The provincial Social Work Center effectively maintains the “Sunshine House” model, which provides timely support to women and girls who are victims of violence. In particular, the free consultation service via hotline 18001769 and connection to the national hotline 111 has become an important bridge to help children and families overcome emergency situations.
The province maintains free screening and treatment activities for autistic and mentally disturbed children, with 50 children receiving regular treatment. Models such as “Safe School Gate” and “Self-managed Youth School Gate” contribute significantly to ensuring traffic safety for students.
Drowning prevention is given special attention. Through inspection, the province currently has 891 high-risk drowning locations, including 14 "black spots" that need special monitoring. Free swimming classes, rescue training sessions, and injury prevention for children are regularly held with the participation of thousands of children.
A highlight in the child support programs in Quang Ninh is the "Godmother" model implemented by the Provincial Women's Union. From 2022 to present, the program has supported and sponsored 720 orphans in difficult circumstances, with a total budget of over 5 billion VND. The material gifts, though small, contain great love, giving the children the strength to overcome adversity and firmly step on their journey of learning and growing up.
The Month of Action for Children 2025 (from June 1-30) with the theme "Prioritizing resources to achieve goals for children" is spreading strongly. A series of synchronous activities from the province to the grassroots level are being deployed, such as communication to raise community awareness, life skillseducation , violence prevention, injury prevention, mental health care, and nutrition for children.
An important highlight in Quang Ninh's child protection work is the transfer of child management functions from the Department of Labor, Invalids and Social Affairs to the Department of Health (from March 2025). This is a strategic step to strengthen the connection between physical and mental health care and child welfare and protection policies.
Quang Ninh is realizing its commitment to “Leave no one behind”, especially children, day by day. This is not only a demonstration of responsibility, but also an affirmation of the determination to invest in the future.
