Quang Ninh province completes the task of building new rural areas

On the afternoon of June 28, Quang Ninh province held a ceremony to announce the Prime Minister's decision to recognize Quang Ninh province as having completed the task of building new rural areas (NTM) in 2024 and to summarize the National Target Program on NTM construction for the period 2021-2025. Attending the ceremony were members of the Provincial Party Standing Committee; the Central NTM Coordination Office; leaders of departments, branches, and localities; and typical examples of advanced NTM construction in the province.

At the announcement ceremony, the leaders of the provincial Department of Home Affairs announced Decision No. 1013/QD-TTg dated May 27, 2025 of the Prime Minister on "Recognizing Quang Ninh province's completion of the task of building new rural areas in 2024".

To achieve the above results, in the period of 2021-2025, Quang Ninh province has focused on completing and improving the quality of criteria and indicators for 98/98 communes and 9 district-level units. Up to now, the province has 21 more communes meeting advanced NTM standards and 16 communes meeting model NTM standards; 13/13 district-level units have met NTM standards and 5 districts have completed the criteria and indicators for districts meeting advanced NTM standards (including Dam Ha and Tien Yen, the first districts in the country to be recognized by the Prime Minister as districts meeting advanced NTM standards).

Comrade Vu Van Dien, Permanent Vice Chairman of the Provincial People's Committee, awarded the Certificate of Merit of the Provincial People's Committee to the collective with outstanding achievements in building new rural areas in the period of 2021-2025.

Comrade Bui Thuy Phuong, Head of the Provincial Party Committee's Organizing Committee, awarded Certificates of Merit to individuals with outstanding achievements in building new rural areas in the 2021-2025 period.

Along with Ninh Binh province, Quang Ninh province was recognized by the Prime Minister as the first province to complete the task of building a new rural area in the country in the period of 2021-2025. Quang Ninh province sets a target of ensuring that by 2035, at least 15-20% of each type of commune will meet advanced new rural standards, civilized and modern new rural standards; and is one of the provinces and centrally-run cities recognized as completing the goal of building a modern new rural area.

Speaking at the announcement ceremony, Mr. Nghiem Xuan Cuong, Vice Chairman of the Provincial People's Committee, requested the sectors and localities in the province to continue to improve the efficiency of management and implementation of new rural construction according to the planning, ensuring synchronization, conformity with the industrialization, urbanization and sustainable development of the localities after the rearrangement; promoting the role of the people and enterprises in building new rural areas.

Focus on implementing three strategic breakthroughs in building new rural areas, including synchronous development of rural socio-economic infrastructure, focusing on developing the rural economy in a modern, green and sustainable direction; at the same time, pay attention to developing culture, education, health care, ensuring social security and promoting traditional cultural values. Effectively deploy the campaign "All people unite to build new rural areas and civilized urban areas" and improve the effectiveness of social supervision and criticism, promote the role of the people as the main subjects in building new rural areas; arouse the sense of responsibility, creativity and companionship of the whole society in building new rural areas and sustainable poverty reduction.

On this occasion, the Provincial People's Committee awarded Certificates of Merit to 42 collectives and 54 individuals with outstanding achievements in the emulation movement to build new rural areas in the period 2021-2025.
