Quang Ninh: Smoothly operating the two-level public administrative service system

As the key IT infrastructure provider, FPT Corporation has completed the deployment of a new public administrative service system for the province, ensuring smooth operation on the first day of conversion.

The national administrative reform process is part of the process of “rearranging the country”, reshaping the administrative space, and organizing the government apparatus to create a more modern, effective, and efficient administration. FPT was assigned to directly participate in this historic process in Quang Ninh – one of the leading localities in the country in innovating the governance model.

Quang Ninh provincial leaders and FPT General Director surveyed on the first day of implementing the new two-level government model.

Quang Ninh’s simultaneous implementation of two models – a two-level local government and a one-level Public Administration Service Center – at the same time is a major challenge for the locality. With the advantage of being a unit that has been closely associated with and accompanied Quang Ninh for a long time in implementing the first e-Government model in Vietnam since 2013, FPT has closely coordinated with the Provincial Public Administration Service Center to design and implement the new model under the guidance of the Government Office , while also referring to Singapore’s modern governance model.

Specifically, FPT has accompanied Quang Ninh in building three major systems, including: A digital station system integrated with an electronic personal identity wallet, helping people and businesses easily digitize records and submit multi-channel public service records; A reception system, online queue management, allowing the provincial Public Administration Service Center to instantly monitor the service situation and staff productivity across the entire network; A new generation of administrative procedure settlement information system, fully meeting the requirements of the Central Government, allowing the reception and return of results without administrative boundaries, processing of electronic records throughout the process, horizontal and vertical connectivity, and returning results directly to the electronic identity wallet. From there, it can be exploited to carry out other digital economic and digital social transactions.

New governance model in Quang Ninh applies technology to improve service quality for people.

On July 1, nearly 80 FPT technical staff were deployed to 5 typical communes/wards out of 54 administrative units at commune, ward and special zone levels of Quang Ninh province, to directly support local people and authorities in the initial operation phase of the new model.

In Dong Trieu city - a key locality in the administrative unit arrangement roadmap - preparations have been carried out systematically in all four aspects: organizational structure, human resources, facilities and technology platform. The city is ready to operate a new governance model towards streamlining, effectiveness, efficiency and being closer to the people. Mr. Pham Duc An - Chairman of Quang Ninh Provincial People's Committee inspected the implementation of public administrative services at the Dong Trieu Ward Public Administration Service Center.

The system built by FPT fully meets the public administrative tasks for people and businesses at the commune level, replacing the old model which was decentralized through three levels: province - district - commune. This is an important step forward in administrative reform, applying technology to improve the quality of service to people.

The new model has many practical meanings. For people and businesses, this is a convenient, modern and transparent public service ecosystem, saving time, costs and effort. For the staff and civil servants in the province, the model helps reduce manual work, increase labor productivity, and at the same time enhance the ability to control and coordinate work more effectively through real-time data.

For provincial governments, this model provides a modern governance tool, allowing for monitoring and evaluating the synchronous operation of the administrative apparatus from the province to the grassroots level, thereby making quick, accurate and practical decisions, paving the way for modern governance initiatives, serving the goals of sustainable development and comprehensive digital transformation of the locality.
