On July 14, the draft decree regulating tuition fee policies, exemptions, reductions, tuition fee support, learning cost support and service prices in the field of education and training (replacing previous decrees and expected to be applied from the 2025-2026 school year) was just sent by the Ministry of Education and Training to the Ministry of Justice for appraisal.
Regarding tuition feesfor public preschool and general education, the draft clearly states that the tuition fee framework (floor - ceiling) for the 2025-2026 school year will remain stable at the same level as the tuition fee for the 2022-2023 school year as stipulated in Decree No. 81/2021/ND-CP, regardless of urban, rural, or mountainous areas. Specifically, the floor - ceiling ranges from VND 50,000/child, student/month to VND 650,000/child, student/month depending on the level of education and the level of financial autonomy of the educational institution.
From the 2026-2027 to 2035-2036 school years, the tuition fee ceiling will be adjusted by no more than 7.5% per year to fully cover costs in the 2035-2036 school year. From the 2036-2037 school year onwards, the ceiling will not exceed the consumer price index growth rate.
For vocational education and public higher education, the tuition fee ceiling for the 2025-2026 and 2026-2027 school years is specifically regulated for each group of training majors and occupations (for example, social sciences and humanities: 1.36 million VND/month in 2025-2026; health: 2.38 million VND/month in 2025-2026)...
From the 2027-2028 school year onwards, the tuition fee ceiling will be adjusted in accordance with affordability and socio-economic conditions, but not exceeding the consumer price index growth rate at the time of determination.
For high-quality training programs or those transferred from abroad, educational institutions decide on specific tuition fees but must maintain standard training programs within the state tuition ceiling to ensure access to education for learners.
The special new point in this draft is the policy of tuition exemption, reduction, support and support for study costs. Accordingly, subjects exempted from tuition fees include preschool children under 5 years old at public facilities, public secondary school students and other policy subjects such as meritorious people, people with disabilities, orphans of both parents, ethnic minorities from poor/near-poor households, students studying in specific majors; and secondary school graduates studying at intermediate level.
Subjects receiving tuition support include preschool children under 5 years old at private and public facilities and private and public high school students receiving State support at levels decided by the Provincial People's Council.
According to the draft, the State plans to reduce 70% of tuition fees for students studying traditional and specialized arts, arduous, toxic, and dangerous occupations, and ethnic minorities (except for a very small number of people) residing in particularly difficult villages/hamlets; reduce 50% for students whose parents have suffered work-related accidents or occupational diseases and are entitled to regular allowances.
Preschool children, primary school students, and continuing education students following the general education program who are orphans, disabled, poor, or living and studying in extremely difficult areas are supported with study expenses of VND 150,000/student/month to buy books, notebooks, and school supplies, during the actual study period of no more than 9 months/school year and paid twice a year at the beginning of each semester.
The State plans to provide tuition fee exemptions and reductions for public educational institutions and directly provide tuition fee exemptions, reductions and support for students at private educational institutions. Funding will be provided based on actual study time, not exceeding 9 months/school year (preschool, general education) and 10 months/school year (vocational, university), paid twice a year.
