Accordingly, the total length is about 105 km, starting point at Km85+262 (connecting with Hoa Binh - Moc Chau expressway), ending point intersecting with National Highway 4G (Son La city).
The total preliminary investment is estimated at VND22,262 billion, including route construction (VND17,221 billion); site clearance to support resettlement (VND2,137 billion) and contingency costs (about VND2,904 billion). The Ministry of Construction proposed to include the project in the medium-term public investment portfolio for the 2026–2030 period, using the central budget in the form of public investment.
Accordingly, the Ministry of Construction has just sent a document to the Prime Minister, proposing to assign the People's Committee of Son La province to be the managing agency to prepare the Pre-Feasibility Study Report for the Moc Chau - Son La City Expressway Project. The 105 km long project, with a total estimated investment of more than 22,000 billion VND, promises to open up the "Northwest gateway", creating a breakthrough in infrastructure and regional economy .
A representative of the Ministry of Construction said that the CT.03 expressway (Hanoi – Hoa Binh – Son La – Dien Bien) is the backbone connecting the Northwest region with the capital, while expanding the economic cooperation corridor with Laos.

Of the total length of about 450 km, many sections have been invested in or are being implemented, but the 105 km Moc Chau - Son La City section is still a "gap" with no specific project.
Investing in the Moc Chau - Son La City route not only helps complete the Northwest expressway but also shortens travel time, significantly reduces transportation costs, and promotes the effectiveness of routes that have been and are being built such as Ring Road 3 - Hoa Lac - Hoa Binh - Moc Chau.
The implementation of this expressway is consistent with both the Vietnam Road Network Plan for the 2021–2030 period, with a vision to 2050, and the Northern Midlands and Mountainous Region Plan approved by the Prime Minister. At the same time, this is a Group A project using public investment capital, requiring a Pre-Feasibility Study Report under the Law on Public Investment.
The Ministry of Construction proposed assigning the People's Committee of Son La province to be the project's managing agency, based on the experience of successfully implementing the Hoa Binh - Moc Chau expressway section. Decentralization to localities is also consistent with the spirit of the 13th National Congress Resolution, increasing initiative and shortening investment preparation time.
In the next phase, the People's Committee of Son La province will preside over the organization of detailed surveys, determine the exact total investment, select the investment form, and clarify the capital structure. The Ministry of Construction commits to coordinate and create conditions for the project to be implemented quickly, effectively, and on schedule.
The Moc Chau – Son La Expressway is expected to become a strategic boost for the Northwest region, promoting socio-economic development, attracting investment, developing tourism, commodity agriculture and gradually completing the vital traffic network connecting the northern mountainous localities with the economic center of the capital and the delta region.
