According to Thanh Nien reporters on March 21, nearly 20 years after being licensed, the Thien Dang Eco- tourism project in Quang Ngai is almost abandoned, many items are damaged, degraded, weeds grow everywhere. The once-luxurious resort buildings are now covered with moss and deserted.
Thien Dang Eco-tourism Area (Trung An Village, Binh Thanh Commune, Binh Son District, Quang Ngai ) is abandoned.
When the project was first launched, local people expected that there would be many magnificent buildings overlooking the most beautiful beach in the region to leverage the development of tourism in Quang Ngai province.
However, this project only operated for a few years and then "stalled", causing a lot of disappointment. The project's investor representative was even involved in the illegal sand mining case in the Thien Dang Eco-tourism Area.
According to the case file, at 11:30 p.m. on November 16, 2023, the Criminal Police Department of Quang Ngai Provincial Police discovered and caught red-handed a sand theft case at Thien Dang Eco-tourism Area. At the scene, the police discovered Mr. NDH (in Phuoc Tho 1 village, Binh Phuoc commune, Binh Son district) driving a digger with license plate 12LA - 0062, scooping up stolen sand and dumping it onto 4 trucks.
Working with the investigation agency, Mr. Pham Van Hai, General Director of Nam Quang Nam Investment and Development Joint Stock Company (the investor of Thien Dang Eco-tourism Area project), admitted that due to investing a large amount of money in the tourist area, he took advantage of the time to renovate and sell sand in this area to Mr. Tran Minh Duong (in Binh Hai commune, Binh Son district) at a price of 70,000 VND/ m3 . Mr. Duong organized the exploitation and transportation himself under the supervision of Mr. Hai.

6 times late
According to documents collected by Thanh Nien reporters, the Thien Dang Eco-tourism project was granted an investment policy decision by the Management Board of Dung Quat Economic Zone and Quang Ngai Industrial Parks on January 1, 2005. Accordingly, this tourist area was implemented at Khe Hai beach, with Thien Dang Company Limited as the investor (later changed to Thien Dang Joint Stock Company and in 2005 merged into Nam Quang Nam Investment and Development Joint Stock Company).
According to Decision 226/2004/QD-UB dated April 26, 2004 of the People's Committee of Quang Ngai province on approving the detailed land use of Thien Dang Eco-tourism Area, this tourist area has an area of over 286.2 hectares. However, the investor implemented the initial phase of the project on an area of over 106 hectares. After many adjustments, the initial phase area was reduced to over 104 hectares, including: Four-season Thien Dang Area; Spring Thien Dang Area; Summer Thien Dang Area; Autumn Thien Dang Area and Winter Thien Dang Area.
The project was allocated land by the Management Board of Dung Quat Economic Zone and Quang Ngai Industrial Parks in 2007 and 2008, with a term of 69 years.
Many luxury resorts in Thien Dang Eco-tourism Area are abandoned.
On the morning of March 21, representatives of the Dung Quat Economic Zone Management Board and Quang Ngai Industrial Parks said that phase 1 of the project has been implemented with an investment capital of nearly 200 billion VND and the Four Seasons Paradise area has been put into operation.
Phase 2 of the project was implemented in 2007 and 2008 and was expected to be completed and put into operation in 2009. The project was then adjusted to be completed in 2012. However, by 2018, the project had not been completed. Therefore, the Thien Dang Eco-tourism Area project was further adjusted into 3 areas: Thien Dang Area 1, 2, 3.
However, from 2009 to 2018, the project investor only built a few works on an area of over 74 hectares, and the rest has not been implemented as committed. The investor also committed 5 times to Quang Ngai province to put the project into use in 2012, 2014, 2015, 2017 and 2019 but still failed to do so.

According to the investor's report, as of March 8, 2021, the cost of implementing the Thien Dang Eco-tourism project was more than 1,800 billion VND.
In 2021, Quang Ngai province decided to inspect the entire project. However, the provincial leaders created conditions for the investor to correct mistakes, overcome difficulties, and continue investing to bring the project to the finish line.
According to the Management Board of Dung Quat Economic Zone and Quang Ngai Industrial Parks, the Thien Dang Eco-tourism project has been delayed for many years, exposed to the sun and rain, causing public outrage, but its license has not yet been revoked.
