
"Supporting" fishermen to stay at sea
The BTH 98978 boat owned by Ms. Nguyen Thi Hong Hanh in Ward 3, Phan Thiet Ward is currently on shore for overhaul, preparing for a trip to Truong Sa in the last months of the year. To have funds to repair the machinery, Ms. Hanh received preferential loans from the Binh Thuan Social Policy Bank Transaction Office. "Thanks to the low-interest loan, my family has less financial burden and does not have to borrow from outside with high interest rates," Ms. Hanh shared.
Previously, the couple only went to sea by chartered boat. “The seafaring profession is inherently not profitable, and requires constant investment in boats and ships, and chartered boats are not their own assets,” said Ms. Hanh. Determined to stick with the sea, the couple boldly borrowed money to buy an old boat that had been docked and spent a whole year repairing and perfecting it. The boat has been effective, helping the family pay off bank loans and stabilize their lives.
According to local fishermen, the loan from the job creation support loan program, although not large for the seafaring profession, is extremely practical. During rough seas, when boats have to stay ashore, this capital helps people with the costs of repairing boats, repairing fishing gear, and buying oil. During favorable fishing seasons, the capital becomes the driving force for fishermen to invest in increasing output. Thanks to that, many households have been able to maintain their profession, stabilizing their income year after year, no longer having to borrow money or buy on credit as before.
Mr. Nguyen Bao Hung - Head of the Savings and Loan Group in Ward 3 said that the group currently has 21 members with outstanding loans of more than 1.3 billion VND, of which, loans for job creation account for 650 million VND. "The group always propagates people to pay interest and save according to regulations. Households that do business effectively are encouraged to pay off their debts early to give capital to other households in difficulty. Thanks to that, the preferential capital flow is really effective," Mr. Hung shared.
Resources to help farmers produce
Thanks to policy credit loans, many poor farming households have the conditions to invest in production, gradually increasing their income. Along with that, the farmers' associations of communes and wards also coordinate to organize training and guidance on converting crops and livestock, helping people access production models suitable for each land area.
Ms. Le Thi Kim Chi in Dai Thien 2 Quarter, Binh Thuan Ward, is currently cultivating more than 700 dragon fruit trees. Thanks to preferential loans, her family has more money to buy fertilizer, lights, and maintain production. Along with sewing, income from the dragon fruit garden has helped her and her husband cover their living expenses and send their 2 children to school.
“Thanks to access to preferential capital, my family does not have to borrow high interest loans, significantly reducing production costs. After paying off the VND50 million loan, at the beginning of this year, I continued to receive support for a VND60 million loan from the job creation program,” said Ms. Kim Chi.
According to the Farmers' Association of Binh Thuan Ward, the entire ward currently manages outstanding loans of more than 20.1 billion VND for 562 households, of which, loans for job creation account for more than 9.3 billion VND with 212 households still in debt.
The capital is mainly used by people for cultivation, buying fishing gear, and small businesses. Ms. Dang Thi Thuy Van - credit officer in charge of the area informed more: The total outstanding debt of Binh Thuan ward is currently over 97.8 billion VND, of which, the job creation loan program alone is 34 billion VND.
As of August 24, 2025, the Binh Thuan Social Policy Bank Transaction Office is accompanying more than 16,000 customers with a total outstanding loan of more than 669.5 billion VND. The job creation loan program alone accounts for a significant proportion of over 272.1 billion VND/6,590 households entrusted through 4 socio -political organizations, helping the capital flow to the right subjects in need of support.
