On July 12, Director of the Department of Culture, Sports and Tourism of Dien Bien province Nguyen Minh Phu said that by the late afternoon of July 11, the authorities had asked households to focus on overcoming the encroachment on the Hong Cum Sub-area Relic, part of the Dien Bien Phu Battlefield National Special Relic.
Previously, after some press agencies reported that the Hong Cum Sub-area Relic, part of the Dien Bien Phu Battlefield National Special Relic, was violated, the Department of Culture, Sports and Tourism directed the Relic Management Board to urgently verify and handle the reported content.
Specifically, on the afternoon of July 10, the Relic Management Board sent staff to inspect the field, assess the current situation and identify households showing signs of encroachment on the historical relic land of Hong Cum Subdivision.
On the morning of July 11, the Relic Management Board presided over and coordinated with the People's Committee of Thanh An Commune, Thanh An Commune Police and representatives of related households to organize field work.
As a result, next to the Hong Cum Subdivision Relic, there is a road leading to the residential area. Currently, due to prolonged rain, the road is muddy, causing difficulties and not ensuring safety for people's travel and daily activities.
To ensure traffic safety, households met and agreed to contribute funds to buy materials, level the ground, and create a surface for daily travel.
However, during the process of leveling and road construction, due to not understanding the regulations on management and protection of relics, households arbitrarily poured sand and gravel, leveled a part of the relic with an area of 2.5m wide, 25m long and arbitrarily built a fence wall (embankment) 5.4m long, 1.5m high directly connected to the foot of the protective wall of the relic stele.
With the above violations, the authorities of Dien Bien province have requested the households to organize the construction of removing all the soil and rocks and return the original state of the site to the relic, under the supervision of the Relic Management Board, Thanh An Commune People's Committee and related units.
The Hong Cum Sub-area relic is a component relic of the Dien Bien Phu Battlefield Special National Relic, ranked in Decision No. 1272/QD-TTg dated August 12, 2009 of the Prime Minister.
The relic is located in Hong Cum village, Thanh An commune, and was zoned for protection in 2001.
Currently, the relic only has an introduction stele and a path leading to the stele and has not yet been cleared, so its value has not been fully exploited./.
