That was the proposal made at the Conference on combating counterfeit goods, goods infringing intellectual property rights, and trade fraud in the new situation organized by the National Steering Committee 389 (National Steering Committee against smuggling, trade fraud, and counterfeit goods) in Da Nang on July 7.
Extract percentage from counterfeit goods handling fee as fund
This is a conference that attracts much attention after a month of peak implementation to prevent and fight smuggling, trade fraud, counterfeit goods and intellectual property rights infringement.
According to Mr. Hoang Ninh, Deputy Director of the Department of E-commerce and Digital Economy ( Ministry of Industry and Trade ), this unit and relevant agencies have recently requested the closure of more than 11,000 stores on e-commerce platforms due to violations of related policies.
Counterfeiting and imitation of goods on e-commerce platforms often occurs. Therefore, Mr. Ninh suggested that we should consider establishing an anti-counterfeiting fund: "This fund will allow authorities in charge of anti-counterfeiting to spend money on purchasing goods to have a basis for checking and handling if they are counterfeit goods."
Many delegates agreed that this could be a method to strengthen evidence in dealing with counterfeit and poor quality goods online.
Chairing the conference, Mr. Tran Duc Dong, Deputy Chief of the Standing Office of the National Steering Committee 389, asked to refer to some models in other countries, then Mr. Ninh said that China has now established this fund.
The State can deduct a percentage of the amount collected into the budget during the process of handling cases related to counterfeit goods, poor quality goods, goods infringing intellectual property rights, etc. to contribute to the fund.

There is no product that counterfeiters cannot "touch"
According to the Standing Office of the National Steering Committee 389, the problem of counterfeit goods and goods infringing intellectual property rights is spreading around the world.
In the country, counterfeit goods and goods that infringe intellectual property rights are being produced on a large scale and are being bought and sold openly and openly, almost challenging the authorities.
Unlike before, when counterfeit goods only appeared in certain product groups such as fashion, fashion accessories, and cosmetics, counterfeit goods now appear in almost all industries, especially pharmaceuticals, functional foods, alcohol, tobacco, electronic components, agricultural supplies, auto and motorbike spare parts, etc.
It can be said that all products are at risk of being counterfeited.
According to the National Steering Committee 389, in the first 6 months of 2025, functional forces nationally inspected and handled 50,419 cases related to smuggling, trade fraud and counterfeit goods, down 21.45% over the same period in 2024.
In the peak month from May 15 to June 15 alone, authorities officially inspected and handled 10,437 cases. Collected more than VND 1,278 billion for the state budget, prosecuted 204 cases, and prosecuted 382 subjects.
