According to the Ninh Binh Provincial People's Committee, the North-South Expressway in the East plays a particularly important role in the socio -economic development and security and defense of the country. Of which, the section passing through Ninh Binh province is over 24km long (including the Cao Bo - Mai Son section and the Mai Son - National Highway 45 section). The expressway sections put into operation have opened up new space, space, opportunities, and motivation for development in a "fast and sustainable" direction for the locality.

Recently, with the attention of the Government, the Prime Minister and the Ministry of Construction , the project to expand the Cao Bo - Mai Son expressway from 4 lanes to 6 lanes has been started and is being highly focused on implementation. The volume of implementation to date is estimated to reach about 15% of the contract value.

The project has a 24-month implementation schedule and is striving to be completed and put into operation by April 30, 2026, shortening the construction time by about 10 months. The Mai Son - National Highway 45 section has also been included in the plan by the Ministry of Construction to report to competent authorities for permission to invest in expanding to a scale of 6 lanes.

Ninh Binh Provincial People's Committee assessed that after completing the expansion of the Cao Bo - Mai Son route, the narrowing situation at the section from Cau Gie to Ninh Binh (Cao Bo) with a length of about 50km will appear because the current scale of this route is 4 lanes (the land has been cleared to accommodate 6 lanes according to the plan).

It is worth mentioning that currently, with the traffic volume on the North-South Expressway in the East continuously increasing, the expressway often experiences congestion, especially on weekends, holidays, and Tet, affecting people's travel, the process of trading goods and the socio-economic development of the region, including Ninh Binh province.

To ensure smooth traffic, reduce congestion and traffic accidents and synchronize the scale of 6 lanes on the North-South expressway in the East from Hanoi to Ninh Binh, the People's Committee of Ninh Binh province requested the Ministry of Construction to consider and report to competent authorities to allow the expansion of the Cau Gie - Ninh Binh section to a scale of 6 lanes, ensuring synchronous completion with the Ring Road 4 project in the Hanoi capital region.

It is known that previously, Vietnam Expressway Corporation (VEC) sent a dispatch to the Ministry of Finance for consideration and submission to the Government to assign VEC to implement the Cau Gie - Ninh Binh Expressway expansion project. The project has a starting point connecting with Phap Van - Cau Gie Expressway (Hanoi), the end point on National Highway 10 connecting Nam Dinh - Ninh Binh, with a total length of 50km.
