Proposal to make TOD at Thu Thiem station, Long Binh depot, Long Truong, reference from Guangzhou Metro

Guangzhou Metro Group (China) said it is ready to comprehensively share its experiences and accompany and support the process of urban development according to the TOD model in Ho Chi Minh City.

The Department of Agriculture and Environment of Ho Chi Minh City has just reported to the City People's Committee on the results of the working session between the city's departments and sectors and the Guangzhou Metro Group on experience in planning, creating and developing land funds, and mobilizing finance in implementing the TOD model in Guangzhou. This is the basis for Ho Chi Minh City to research, learn and propose practical applications.

Guangzhou Metro Group: Ho Chi Minh City has great potential for TOD development

According to the Department of Agriculture and Environment of Ho Chi Minh City, at the meeting, Guangzhou Metro Group shared more than 30 years of experience in developing and operating the TOD (Transit-Oriented - Development) development field and solutions in rapidly developing the urban railway network in Guangzhou City (China).

The shared contents include planning work, procedures, financial resource mobilization, technology application, construction solutions, and railway project development combined with urban development projects according to the TOD model.

Currently, Guangzhou has built more than 30 urban railway lines with a total length of 1,232.7km, meeting 70% of people's public transport needs.

The development of TOD areas not only ensures traffic functions, but also contributes to saving land funds, increasing land use value, improving urban appearance and connecting urban areas in a synchronous manner.

TOD areas are designed and built synchronously into complexes that fully integrate living facilities, landscapes, commerce, and entertainment to encourage people to use public transportation.

The locations around the station and depot are exploited and developed for multi-functionality and vertical multi-storey to increase population density and multi-functional land use. A typical example is the Pazhounan TOD model originating from the Chisha depot.

According to the Guangzhou Metro Group, public transport is the foundation and key tool for the development of the Ho Chi Minh City metropolitan area. Railways and urban railways will be a driving force for the implementation of the goal of developing low-carbon cities, smart cities, and improving the quality of life.

Ho Chi Minh City has great potential, but also many challenges in developing the railway network system and developing the TOD model. The current challenges also have many similarities with the early stages of railway development that Guangzhou City experienced.

Therefore, Guangzhou Metro Group emphasized that Ho Chi Minh City needs to perfect the legal framework and financial mechanism to attract the participation of the private sector and the community. The Group is willing to share comprehensive experiences and accompany and support in the process of implementing the goal of building, operating and developing the TOD model of Ho Chi Minh City.

According to the Department of Agriculture and Environment, Long Binh depot (in Long Binh ward, Thu Duc city) of metro line 1 has been put into operation and use with a total area of ​​about 27.7 hectares. Of which, 20.9 hectares are used as a center for train operation, maintenance and repair, the remaining area of ​​6.78 hectares is reserved for expansion in the next phase.

In addition, the City also carries out tasks related to the implementation of the high-speed railway project on the North-South axis, developing the TOD model in the Thu Thiem station area and Long Truong depot under the direction of the Politburo .

Therefore, based on the results of working with Guangzhou Metro Group and the practical situation in the city, the Department of Agriculture and Environment recommends that the City People's Committee assign the Department of Construction to preside over and coordinate with relevant departments and branches to study the TOD development model at Thu Thiem station, Long Binh depot and Long Truong depot.

In which, consider and research the scope and scale of TOD development in the overall depot and station; land use coefficient, maximum height, population density and other planning indicators.

Some successful TOD models can be referred to: Chi Sha Depot, Lien Hoa Depot, Financial City Station, Huang Pu Station, Zha Tou Station.

The Department of Agriculture and Environment also requested the Department of Construction to complete and advise the City People's Committee to submit to the City People's Council a resolution on detailed regulations for the establishment, appraisal, approval, and adjustment of project route plans, project locations on urban railway routes, TOD area planning... as a basis for implementation.
