Farmers' Association members of Phu Vinh commune (Tan Lac) exchange experiences in participating in mediation work at the grassroots level.
Farmers' Associations at all levels coordinate with relevant sectors to do a good job of propagating, disseminating andeducating the law to farmer members in many forms: through training and propaganda conferences; seminars; contests; seminars; thematic talks; media exchanges; leaflets, brochures; documents; banners and slogans.
In the first 6 months of 2025, the whole province organized 820 conferences for more than 100,000 participants, with propaganda content on the Land Law; Law on Prevention and Control of Domestic Violence; Law on Prevention and Control of Harmful Effects of Alcohol, Beer, etc. Farmers' Associations at all levels propagated and disseminated the Party's policies and resolutions, the State's policies and laws and documents of the higher-level Associations to farmer members in 1,388 sessions, combined with activities in villages and hamlets to disseminate to over 117,700 farmer members; coordinated the organization of 118 legal propaganda sessions for nearly 7,460 members, and provided legal aid to 940 farmer members.
The Association at all levels coordinated to maintain the activities of farmers' clubs with the law and mediation teams. In the first 6 months of the year, they participated in the mediation of 38 land, marriage and family disputes, etc., of which 26 cases were successfully mediated; the cases that were not successfully mediated were guided and transferred to the competent authorities for resolution. All conflicts, disagreements and small disputes arising in the community were promptly detected and mediated by the mediation team, with a successful mediation rate of 80-90%. During the mediation process, the mediators actively integrated legal aid, disseminated the Party's policies and guidelines, the State's laws, and raised people's understanding of the law.
Along with that, the Associations at all levels coordinate with relevant sectors to monitor the implementation of the Party's guidelines, policies and laws of the State, programs and projects related to agriculture , farmers and rural areas in the area; monitor the reception of people, the implementation of decisions on handling complaints and denunciations of competent authorities; the settlement of a number of complicated and prolonged complaints and denunciations associated with the implementation of democratic regulations in communes, wards and towns; promptly make recommendations and proposals to Party committees and authorities, and protect the legitimate rights and interests of farmer members.
Right from the beginning of the year, the Standing Committee of the Provincial Farmers' Association directed the Associations at all levels to issue plans to inspect and supervise the Association's work and the farmers' movement, plans to carry out supervision and social criticism work; and to participate in giving opinions on Party building and government building in 2025. The Association's inspection and supervision of discipline enforcement has been strengthened, implemented seriously and in accordance with regulations, with many positive changes, becoming routine, and improving quality. In the first 6 months of the year, the Association at all levels coordinated to organize 303 inspections and supervisions on the implementation of the Association's Charter, guidance on the collection, payment, management and use of membership fees and the establishment, management and use of the Association's fund, financial revenue and expenditure, the Farmers' Support Fund... The inspection method was innovated, implemented publicly, democratically, objectively, closely following the requirements, both inspecting and instructing, after the inspection there were assessments to draw lessons, promptly adjusting accordingly, contributing to promoting the Association's work and the farmers' movement to grow stronger.
Comrade Bui Duc Bien, Vice Chairman of the Provincial Farmers' Association, said: In the coming time, the Association at all levels will continue to promote the work of building and maintaining the "Farmers' Club with the Law" activities, diversifying the forms of transferring legal knowledge to farmers. Actively build, manage and exploit legal bookcases at the grassroots level in conjunction with building and maintaining the "Farmers' Club with the Law" activities. Improve the effectiveness of receiving people, handling petitions, complaints and denunciations of farmers; be proactive and active in inspection and supervision work at the grassroots level according to the plan and when there are feedbacks from farmer members.
