Positive impressions from the new government apparatus

On the first day of working under the two-level government model, people in the new Quang Tri and Vinh Long provinces expressed satisfaction with the government at all levels, especially the efficiency and dedicated service of grassroots officials.

On the morning of July 1, wards and communes of Quang Tri province began their first working session under the two-tier government model. Officials worked with urgency and seriousness to quickly and effectively resolve administrative procedures for people and businesses.

Quang Tri Ward was established on the basis of merging 5 old administrative units of Quang Tri town, with a natural area of ​​72 km2 and a population of nearly 29,700 people. On the first morning, at the headquarters of the People's Council and People's Committee of Quang Tri Ward, the working atmosphere was urgent and exciting. All cadres and civil servants from the old wards and communes were present early, settled into their positions, and started their tasks with a high sense of responsibility.

Ms. Nguyen Thi Mai Anh, Chairwoman of Quang Tri Ward People's Committee emphasized: "Today marks an important turning point in the process of arranging and perfecting the local government apparatus. We are fully aware of our responsibilities and determined to innovate our management and service methods to improve the quality of service to the people, contributing to the comprehensive development of the locality."

From 7:30 a.m., officials and civil servants at the Quang Tri Ward Public Administration Service Center were neatly at their work stations. The process of receiving, processing and returning administrative procedure results was implemented scientifically , publicly, transparently, quickly, aiming at the satisfaction of people and organizations.

Many people who came to contact the work on the first day expressed their satisfaction. Ms. Nguyen Thanh Trang, a resident of Quang Tri ward, shared: “I came to do the procedures for a business license, and the staff guided me enthusiastically, clearly, quickly and conveniently. People like me feel very secure when coming to work here.”

At the Hoan Lao Commune Public Administration Service Center (Quang Tri Province), from early morning, many people and businesses gathered to resolve administrative procedures. The departments working to receive people and process documents and procedures all took place smoothly and effectively, without any congestion or delay. The majority of people also expressed excitement, confidence and expectations in the two-level government model.

Ms. Nguyen Thi Huyen, Hoan Lao commune (Quang Tri province) shared: "Today I came to do the land division procedures, I saw that the working process at the local public administration service center was quite orderly and methodical. People who came to work all took a queue number, and were enthusiastically and warmly guided by the staff to do the procedures. Most people felt that the staff's service spirit and attitude towards the people had improved; the administrative procedures were resolved quite quickly, I feel very satisfied".

Mr. Nguyen Van Tu, Chairman of Hoan Lao Commune People's Committee, said that implementing the two-level government model, the locality has arranged 10 staff to work at the Public Administration Service Center to receive documents and process administrative procedures for the people. On the first day, VNPT telecommunications staff were also present to handle any transmission line problems, if any, to ensure that service to the people is carried out smoothly.

Also on the morning of July 1, all People's Councils of wards and communes of Quang Tri province held the first session to complete key positions and pass many important resolutions, orienting the operation plan for the coming time. The initiative of the leadership apparatus and the sense of responsibility and dedication of the staff and civil servants are the premise for local authorities to promote effective operations, build a modern, professional government, close to the people and serving the people.

Quang Tri Provincial Party Secretary Le Ngoc Quang said that in order to ensure a smooth transfer of operations, the Steering Committee for the merger, the Standing Committees of Quang Binh and Quang Tri provinces, and relevant agencies have worked very urgently, systematically, synchronously and comprehensively. The two provinces have organized a trial operation of the two-level local government model to gain practical experience. The merger of the two provinces is not only an adjustment of administrative boundaries, but also a resonance of aspirations, intelligence, potential and people's hearts to create an open development space, a new growth engine for the Central region and the whole country.

“I believe that, with consensus, solidarity and responsibility, the people of the new Quang Tri province will together write a new chapter - a chapter of harmony, development, prosperity and aspirations to reach out, all towards the greatest goal of improving the quality of life for the people, building Quang Tri into a land worth living, worth investing in, worth being proud of", emphasized Secretary of the Quang Tri Provincial Party Committee Le Ngoc Quang.

Efficient operation, satisfied people

The working atmosphere at the “one-stop” department of the communes and wards of Vinh Long province was urgent and serious. Officials and civil servants actively guided and supported people to carry out procedures in accordance with regulations, saving time and travel costs.

Long Chau Ward is a central area, with many administrative agencies of the province, a large population, and strong business activities. On the morning of July 1, more than 100 people came to carry out procedures related to business licenses, issue copies of extracts, and resolve policies related to labor, war invalids and social affairs...

Ms. Nguyen Thi My Hanh, owner of a business in Long Chau ward, shared: "I came to do the procedures to temporarily suspend business for repairs. The staff guided me very enthusiastically and the procedures were carried out quickly. Especially, thanks to the system, I don't have to keep documents like before, very convenient."

According to Mr. Le Hoang Nam, Vice Chairman of the Ward People's Committee and Director of the Long Chau Ward Public Administration Service Center, in order to better serve the people, the ward has invested in upgrading the space for receiving documents, equipped with more computers, and at the same time improved the staff, trained in professional skills and citizen reception skills. The ward coordinates with telecommunications units to stably operate electronic administrative software, provide technical support, and be ready to handle situations arising in the initial stages of operation. The implementation of the two-level government model helps the ward be more proactive in receiving and processing many types of documents, and people no longer have to travel far as before. There are still some difficulties in the initial implementation, the ward will continue to monitor the operation of the new model, listen to comments to promptly adjust and complete.

Chau Thanh commune has over 43% of the population being Khmer ethnic people. The working atmosphere on the first day was urgent and orderly, creating a positive impression from the new government apparatus.

Mr. Tran Phuong Vu (a resident of Chau Thanh commune) said that on the first day of operating the new system, with the enthusiastic and specific guidance of local officials, he completed the procedures quickly and satisfactorily. Handling administrative procedures right at the commune helps people save a lot of time and travel costs, especially for Khmer people in remote hamlets like him.

Ms. To Thi Thu Van, Vice Chairwoman of the Commune People's Committee and Director of the Chau Thanh Commune Public Administration Service Center, said that the commune has a large population of Khmer people. Therefore, the commune government has proactively arranged officials and specialists who are fluent in Khmer to work at the Center to guide Khmer people to access public services more easily, conveniently and effectively.

Vinh Long province was formed on the basis of arranging the entire natural area and population of three provinces: Ben Tre, Tra Vinh and Vinh Long; with an area of ​​6,296.2 km2, a population of more than 4.2 million people, with 124 commune-level administrative units, including 105 communes and 19 wards. On the first day of implementing the two-level local government model, localities in the province promptly deployed tasks, stabilized the organizational apparatus, ensured smooth operations, and well served the needs of people and businesses.
