Speaking at the opening of the Congress, Secretary of the Provincial Party Committee, Secretary of the Provincial Military Party Committee Le Ngoc Quang emphasized that the 1st Provincial Military Party Congress, term 2025 - 2030, is a particularly important political event, marking a historical turning point when the Quang Tri Provincial Military Party Committee was established on the basis of merging the Military Party Committees of Quang Binh (old) and Quang Tri (old) provinces - two lands rich in revolutionary traditions, once fierce battlefields, symbols of indomitable will in the cause of national liberation and defense of the Fatherland.

The Congress has the task of summarizing the implementation of the Resolution of the Provincial Military Party Congress for the 2020-2025 term; determining the directions, goals, policies and leadership measures for the coming term; at the same time, contributing profound and responsible opinions to the documents of the Central Committee, the 12th Military Region Party Congress and the Quang Tri Provincial Party Congress for the 2025-2030 term, contributing to shaping the strategic vision for the cause of national defense in the new period.
Provincial Party Secretary Le Ngoc Quang affirmed that in the 2020 - 2025 term, despite many difficulties and challenges, under the close leadership and direction of the Party Committee, the Military Region Command and the Provincial Party Committee, the Provincial People's Committee, the Provincial Military Party Committee has promoted the spirit of solidarity, proactiveness, creativity, and led the successful implementation of the goals and targets set out in the Congress Resolution.
The leadership capacity and fighting strength of the Party organization have been gradually improved; the overall quality, level and combat readiness of the armed forces have been steadily improved; officers and soldiers have always maintained their steadfastness, absolute loyalty, and readiness to receive and successfully complete all assigned tasks.

The political report presented at the Congress affirmed that during the past term, the Provincial Military Party Executive Committee focused on leading and directing the successful completion of the set goals, targets and tasks.
Notably, the resolutions and directives of superiors have been thoroughly implemented, proactively advising local Party committees and authorities to lead, direct and effectively organize the implementation of local defense and military tasks, contributing to building a strong national defense and increasingly solid defense zone; the overall quality and combat strength of the provincial armed forces have been improved, meeting the requirements of new tasks.
The quality of training, formal construction, and discipline training has changed a lot; the work of ensuring logistics, techniques, and finance has achieved good results; building a strong Party in terms of politics, ideology, organization, ethics, and cadres has always been of interest and has had many innovations.
