On July 4, 2025, the Ho Chi Minh City People's Committee held the first expanded meeting of the Ho Chi Minh City government (after merging Ho Chi Minh City and Ba Ria - Vung Tau , Binh Duong), which was broadcast online to all wards, communes, and new special zones of the city.
Ms. Pham Thi Thanh Hien, Director of the Department of Home Affairs, reported that in the first 3 days of operating the new model, many difficulties arose. The information technology system was not stable, the transmission line was weak, and the document management software was not updated synchronously, causing delays in receiving and processing administrative procedures.
Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc has directed the review and consideration of the operation of the commune and ward-level government; requested the Ho Chi Minh City Digital Transformation Center to pay attention to the transmission lines and software serving the operations of 168 communes, wards, and special zones and the handling of non-territorial records and have effective solutions. The first thing to note is that the new state management apparatus after the merger and consolidation is a digital government model, only by operating on a digital technology platform can the state management apparatus at all levels and sectors nationally operate effectively, especially in the new context and the digital age.
In digital, databases are the foundation for building a digital government , ensuring transparent management and effective national development. However, databases, especially at the national level, must meet the four criteria of "correct, sufficient, clean, and alive". The information is updated and corrected for databases from local, ministerial, and sectoral levels to the national level, the sooner the new administrative apparatus can operate effectively.
