Up to now, the organization and streamlining of the Khanh Hoa Provincial Tax Department has been basically completed, to ensure smooth tax management and service to the people and businesses. To help people better understand the new organizational model, Khanh Hoa Newspaper reporters interviewed Mr. Nguyen Ngoc Tu - Head of Khanh Hoa Provincial Tax Department about this issue.
- Could you please tell us how the restructuring of the Khanh Hoa Provincial Tax Department is being carried out and what difficulties and problems are there during the implementation process, especially in supporting taxpayers?

- From July 1, the organizational model of the Tax sector was officially rearranged according to the policies of the Party, the State and the sector. formation, the entire Tax sector converted from the model of 20 regional tax branches to the model of 34 provincial and municipal Taxes, officially operating uniformly national. In particular, Khanh Hoa Provincial Tax was established on the basis of merging the Khanh Hoa Tax sector and the old Ninh Thuan Tax sector, with the function of advising and assisting the Director of the Tax Department in organizing the implementation of tax management for taxpayers according to the competent decentralization, in accordance with the provisions of the Law on Tax Management, tax laws and related legal provisions. Khanh Hoa Provincial Tax is organized into 10 advisory departments, including: 3 Business Management and Support Departments; 2 Inspection Departments; 5 other regulatory departments and 8 Base Tax Departments (4 Base Tax Departments managing communes and wards of the old Khanh Hoa province and 4 Base Tax Departments managing communes and wards of the old Ninh Thuan province). The provincial Tax Department's headquarters is located in Tay Nha Trang ward.
In general, tax management after the establishment of Khanh Hoa Provincial Tax Department, although newly put into operation, has actually inherited the model of the previous district-level tax departments and teams (operating since March 2025) according to the principle of taking taxpayers as the center, "management by object, combined with management by function" to ensure continuity and stability in the implementation of budget collection tasks, tax declaration, payment and support for taxpayers. Although the restructuring of the apparatus still has some difficulties, with the high determination of all civil servants and employees, and the close direction of the Tax Department, Provincial Party Committee, Provincial People's Committee, Khanh Hoa Provincial Tax Department is determined to successfully carry out the assigned political tasks.
- Sir, what are the directions and solutions of the Provincial Tax Department to maintain smooth tax management activities in the province in the first stage after the merger?
- Immediately after the Tax Department appointed the positions of leaders of the Provincial Tax Department, Divisions, and Base Tax Departments, the collective leadership of the Provincial Tax Department made a plan to arrange and assign civil servants who do not hold leadership positions to work at the Divisions and Base Tax Departments based on the principle of "people follow the work" to ensure that assigned tasks can be carried out as quickly as possible according to the new organizational structure, avoiding major disruptions in work, ensuring that the new structure operates smoothly and effectively.
At the Tax Bases, based on the management communes and wards, Khanh Hoa Provincial Tax will guide, arrange and organize professional teams, including detailed regulations on the management areas of the management teams, support individuals and business households according to communes and wards under 8 Tax Bases and assign tasks to team leaders and Deputy team leaders to ensure timely compliance with the Tax Department's instructions for the new apparatus to operate.
The Tax Department has arranged civil servants to receive and return administrative procedures and support taxpayers at all 64 commune-level public administrative service centers and provincial-level public administrative service centers. After several days of implementing the new apparatus, administrative procedures for people have been carried out quickly, conveniently, and without interruption.
In parallel with the arrangement and organization of the apparatus, Khanh Hoa Provincial Tax Department assigns staff to participate in training courses organized by the Tax Department and proactively organizes internal training, guidance applications on professional skills and information technology applications to support work online, minimizing travel between locations. During the process of operating the new tax, we also direct the local Tax Department to assess the advantages and disadvantages in performing functions, tasks, and arranging the apparatus in order to promptly report to the Tax Department any problems and recommendations.
- After merging the two provinces, will the state budget revenue estimate change and what solutions does the Provincial Tax Department have to complete the state budget revenue estimate for 2025, sir?
- According to the estimated budget revenue in 2025 in the old Khanh Hoa area, it is 24,100 billion VND, of which domestic revenue is 21,450 billion VND, revenue from import-export activities is 2,650 billion VND; the old Ninh Thuan province estimates budget revenue is 5,430 billion VND.
After the merger of the two provinces, the total budget revenue estimate in Khanh Hoa province has not changed. Khanh Hoa Provincial Tax Department has directed the local Tax Departments to urgently assign budget revenue estimates to each commune and ward so that the units can proactively coordinate in budget collection work in the area. To complete the State budget estimate, of which the domestic revenue assigned by the Provincial People's Council in 2025 is 26,890 billion VND, along with the arrangement of the organizational apparatus, Khanh Hoa Provincial Tax Department has always closely followed and monitored the revenue situation to have timely tax management measures and solutions, ensuring correct and sufficient collection of the State budget. In particular, focusing on promoting propaganda and dissemination of new tax policies and tax support solutions according to the resolutions of the National Assembly and the Government on reducing value added tax, land rent, extending tax payment deadlines, land rent and the directions of the Provincial Party Committee, Provincial People's Council, Provincial People's Committee on solutions to strengthen macroeconomic stability, focusing on removing obstacles in mechanisms, policies, reforming administrative procedures to encourage and attract investment, creating favorable conditions for enterprises to conduct production and business activities, contributing to creating stable revenue sources for the State budget. At the same time, strictly manage budget revenue sources in the province, strengthen revenue management, collect correctly, fully and promptly; synchronously deploy tax management measures, including continuing to innovate, improve the effectiveness and efficiency of tax debt inspection and management, strictly control tax refunds, prevent tax losses, especially in the fields of capital transfer, real estate, related transactions, business on digital platforms...; Advise the Provincial People's Committee to strengthen the Provincial Tax Debt Collection Steering Committee; coordinate with departments, branches and sectors to take measures to collect debts for old and long-standing debts, and strive to reduce debt collection targets.
In addition, Khanh Hoa Provincial Tax Department proactively coordinates with the Department of Agriculture and Environment to grasp and monitor the plan and progress of the list of land lots auctioned for land use rights and projects collecting land use fees and land rents; the implementation of land price determination for projects in 2025 in the province to forecast and estimate land revenue; strengthen tax management, increase the rate of taxpayers using electronic invoices when selling goods; develop measures to prevent tax losses for e-commerce activities, digital business, retail services, restaurant catering services and other services for household and individuals doing business... to manage and appropriately exploit revenue sources, striving to complete the 2025 state revenue estimate at the highest level. In particular, strengthen discipline and order within the sector, enhance the sense of responsibility of cadres and civil servants in performing public duties; promptly handle violations, rectify working style, attitude and behavior of civil servants in the whole industry; effectively implement anti-corruption, thrift and anti-waste work.
