On September 29, 2023, the Provincial Steering Committee for Natural Disaster Prevention - Search and Rescue and Civil Defense issued Official Dispatch No. 175/BCH-PCTT on the Operation Order to lower the water level of Ban Ve Lake to the highest level before the flood.

On October 2, 2023, the Provincial Steering Committee for Natural Disaster Prevention - Search and Rescue and Civil Defense received Official Dispatch No. 630/TDBV-KTAT from Ban Ve Hydropower Company requesting to end the operation of lowering the water level of Ban Ve Lake and switch to normal operation mode during the flood season.
According to the regulations in the Inter-reservoir Operation Procedures on the Ca River Basin, the implementation of the flood reduction operation regime for the downstream must be carried out from the time the prescribed situation occurs until the reservoir water level does not exceed the highest pre-flood water level as prescribed; at the same time, there is a bulletin announcing the end of the rain and flood period or the water level at the hydrological stations has fallen below alert level 1, is continuing to fall and there is no possibility of a new flood occurring.
Pursuant to Document No. 348/DBTB-DB dated October 4, 2023 of the North Central Hydrometeorological Station on consulting on the operation of Ban Ve Hydropower Reservoir; the latest forecast of the North Central Hydrometeorological Station on the 10-day Hydrometeorological Forecast Bulletin serving the operation of Ban Ve Hydropower Reservoir; and the water level at 3:00 p.m. on October 5 at Con Cuong Hydrological Station, Cho Trang Hydrological Station; water flow to Ban Ve Reservoir, discharge flow through the generator and overflow of Ban Ve Reservoir.

To proactively operate the inter-reservoir system on the Ca River basin in accordance with the Procedure, the Provincial Steering Committee for Natural Disaster Prevention - Search and Rescue and Civil Defense recommends:

Ban Ve Hydropower Company stops implementing the Operation Order to lower the water level of Ban Ve Lake to the highest water level before the flood. The suspension time starts from 07:00 on October 6, 2023; switching Ban Ve Lake to normal operation mode.
The operation of regulation and water storage at the end of the flood season is carried out in accordance with the provisions of Decision No. 1605QD-TTg dated November 13, 2019 of the Prime Minister on the operation process of inter-reservoirs in the Ca River basin.
The company must regularly monitor weather forecast information and flow to the lake to proactively propose lowering the lake water level to the lowest flood level in a timely manner, ensuring the safety of the project and downstream areas.
The North Central Hydrometeorological Station continues to monitor the hydrometeorological situation, proactively advising the Provincial Steering Committee for Natural Disaster Prevention - Search and Rescue and Civil Defense to issue flood reduction operation orders for downstream areas according to regulations./.
