The Steering Committee gave opinions on the Project "Research on building the Public Lawyer institution in the Socialist Republic of Vietnam's rule of law state" and the Project "Strengthening the Party's leadership over the enforcement of administrative judgments."
On the afternoon of July 7, in Hanoi, the Central Steering Committee for Judicial Reform held its second meeting under the chairmanship of President Luong Cuong, Head of the Steering Committee, to consider and give opinions on the contents related to the Project "Research on building the Public Lawyer institution in the Socialist Republic of Vietnam's rule of law state"; the Project "Strengthening the Party's leadership over the current enforcement of administrative verdicts" submitted by the Party Committee of the Ministry of Justice ; and the Report on the results of the pilot survey of people's opinions on judicial activities prepared by the Central Party Committee of the Vietnam Lawyers Association.
Regarding the Project "Research on building a public lawyer institution in the Socialist Republic of Vietnam's rule of law state," opinions agreed to research and build a project on building a public lawyer institution to meet the practical requirements of protecting the interests of the State in the context that state agencies and enterprises are facing many legal risks related to investment, trade with foreign elements and civil, financial, property and land administrative relations; participating in negotiations and signing international agreements and treats; providing policy advice, building laws and in the context that the number of administrative lawsuits also tends to increase sharply.
Meanwhile, the development of the Project "Strengthening the Party's leadership in the current enforcement of administrative judgments" is necessary. However, enforcement of administrative judgments is a difficult and sensitive task when the subjects of administrative judgments are often the leaders of state administrative agencies.
In addition to the achieved results, in recent times, the work of administrative judgment enforcement still has many drawbacks and limitations due to the inadequate awareness and compliance with the law on administrative judgment enforcement of a number of agencies and competent persons in state agencies; the leadership, direction, inspection and supervision of a number of Party committees, Party organizations and authorities in this work have not received due attention; the law on administrative proceedings still has many problems and concerns.... Therefore, strengthening the Party's leadership in the work of administrative judgment enforcement is very necessary.
Regarding the Report on the results of the pilot survey of people's opinions on judicial activities, opinions in the Steering Committee stated that the development and application of the Judicial Activities Assessment Questionnaire is a necessary and practical task to grasp public opinion on judicial activities.
The survey results can be a reference information channel for relevant agencies to advise the Party and State on leading and directing judicial activities in line with reality and the aspirations of the people; helping judicial agencies have more basis for self-assessment and arguing solutions to continue improving the quality, effectiveness and efficiency of their operations.
At the end of the meeting, the Head of the Steering Committee thanked and highly appreciated the agencies for seriously and qualitatively preparing projects and reports to submit to the Steering Committee at the meeting.
At the same time, the Head of the Steering Committee requested agencies to absorb the opinions of the Steering Committee, complete the projects and report to competent authorities for consideration and direction for implementation./.
