After one week of operating the two-level local government model, the grassroots government apparatus in localities in the province has initially operated stably and smoothly, ensuring continuous service to the people.

In Tan Thanh commune, the Public Administration Service Center went into operation on the morning of July 1 with careful preparation of personnel, software and facilities. Of the 52 records received by the afternoon of July 6, 45 records were returned on time, 5 records were in the process of being processed, and only 2 records were rejected due to duplication. The above results demonstrate the initiative and responsibility in receiving people and processing records.

The commune has arranged staff to guide people in contacting work. Technological equipment such as computers, scanners, document management software and transmission lines are all operating stably. Each staff member is given a separate account to process documents and records. More significantly, the entire process of receiving, processing and returning records is made public at the center, helping people clearly see the rights and responsibilities of all parties. After a week of operation, the staff and civil servants of the commune's Public Administration Center have made efforts and determined to complete their tasks well, not making people and businesses wait too long when carrying out administrative procedures.

According to Ms. Anh, although there were many initial advantages, there were still some shortcomings such as: Many people do not have a VNeID level 2 account or a bank account to submit documents online and make online payments on the National Public Service Portal; Many administrative procedures do not have implementation instructions, such as: Business licenses, civil status software, land management... Internal procedures for handling administrative procedures have not been announced... "To handle this, the commune proposed solutions, which are: continuing to support people to create VNeID accounts, equipping more scanners and printers, arranging backup lines, upgrading software for handling documents, organizing public internal procedures and increasing training in digital transformation skills for officials", Ms. Anh said.

Mr. Nguyen Phu Binh, a resident of Tan Thanh commune, happily shared: “I came to do the birth certificate procedure for my child. The procedure was done very quickly, the staff was enthusiastic, friendly and gave very detailed instructions. I appreciate this working attitude.”

Meanwhile, in Tan Lap commune, in just the first 7 days of operation, the Public Administration Service Center has received about 30 records. Currently, the number of records resolved and returned correctly and before the deadline is 96.3%. According to Mr. Nguyen Dac Vy - Chairman of the Commune People's Committee: The Public Administration Service Center is basically fully equipped to promptly handle administrative procedures of organizations and individuals. Implement public and transparent posting of administrative procedures (TTHC), processes, and officers handling TTHC; fully publicize regulations on fees and charges in accordance with regulations. Arrange adequate human resources to receive and return results to the people. Currently, the Center basically meets the necessary equipment to serve the reception and return of results to the people and businesses. "The total number of administrative procedures being implemented at the Center is 407 procedures and 5 inter-connected administrative procedures, which have been fully publicly posted," said Mr. Vy.

Ms. Tran Thi Anh, after certifying land-related matters at Tan Lap Commune Administrative Center on the morning of July 7, shared: "The staff were very enthusiastic in supporting, the list of procedures was public and clearly posted, helping me and many other people feel less confused during the transition period."

To facilitate people and businesses in the process of model conversion, 124 communes, wards and special zones in the province have promptly publicized the new headquarters addresses of public administrative service centers at the commune, ward and special zone levels after the merger. Localities have also clearly informed about hotline phone numbers and the list of administrative procedures received and resolved. This helps people easily access public services and avoid confusion when they need to carry out administrative procedures in the context of changes in administrative units.

Therefore, in addition to a sense of responsibility, it is necessary to have synchronous investment in technical infrastructure, equipment, application of information technology, as well as training and development of staff in the transition period.
