In Ho Chi Minh City, on June 12, the new two-level government apparatus was simultaneously tested in 102 new communes and wards, which were rearranged from 273 wards, communes and towns. In the first phase of the test, only parts of the five main pillars were implemented: Electronic document management system; 1022 information portal; online conference system; handling administrative procedures at the commune level; transferring and handling backlog documents.

Before deploying simultaneously in all 102 communes and wards, the Ho Chi Minh City Digital Transformation Center coordinated with the People's Committee of Tan Binh District to organize a trial operation in 6 new wards. Mr. Lam Dinh Thang, Director of the Ho Chi Minh City Department of Science and Technology , said: "The trial operation was basically successful. The staff who were about to be deployed in the new wards and communes quickly adapted to the operating method in the new model.
The operation of the new BMCQ facility cannot avoid problems in the early stages. Therefore, it is necessary to have thorough and comprehensive preparation, build many operational scenarios, have competent forces available, and master digital platforms to promptly correct incidents. In fact, when operating the digital BMCQ, the staff plays a comprehensive role, directly handling and communicating with citizens. The decisive role is the digital technology system operating inside.
The pressure on the digital government system at the provincial and municipal levels is even greater when July 1, 2025, is also the deadline for closing all interfaces of provincial-level public service portals. In February 2026, the interfaces of ministerial-level public service portals will be closed, and the whole country will have only "one door" to receive requests from citizens, which is the National Public Service Portal. Specifically, after receiving requests from citizens, the National Public Service Portal will transfer the files to public administrative service centers at all levels to handle administrative procedures for people and businesses.
According to the Administrative Procedure Control Department under the Government Office , in the first 5 months of 2025, ministries, branches and localities have reduced and simplified 18 business conditions, decentralized 36 administrative procedures and simplified 69 procedures related to population management. Up to now, 3,241/15,801 business regulations have been simplified, equivalent to 20.5%, exceeding the Government's requirement of 20%. The competent authorities will continue to implement the Government's direction in Resolution 66-NQ/TW dated May 4, 2025 of the Politburo to develop the private economy to ensure that 100% of administrative procedures related to enterprises must be carried out online, smoothly and transparently; 100% of procedures are carried out regardless of boundaries, completing 100% of the decentralization and delegation plan.
The water is at the foot, if just one locality does not do well, the entire national digital government operation apparatus will be affected.
