A representative of the Vehicle Registration and Management Team No. 2 (Traffic Police Department of Hanoi City Police) said that according to Circular 24/2023, in order to install the auctioned license plate on a car owned and previously having a license plate, the car owner needs to prepare a vehicle registration dossier. The dossier to carry out this procedure includes: Vehicle registration declaration; vehicle registration certificate and license plate.
The car owner must complete the procedure to revoke the previously registered license plate for the car that he wants to attach the auction winning license plate to. This procedure is carried out at the agency that registers and issues car license plates.
Regarding the vehicle registration procedure when winning the license plate auction, the representative of the Vehicle Registration and Management Team No. 2 said that the vehicle owner needs to declare the vehicle registration form according to regulations and then bring the vehicle to the Traffic Police Department (where they reside or where the license plate of the auctioned vehicle is managed) to check the vehicle, provide the online vehicle registration file code and submit the vehicle documents.
Auction winning license plate will be transferred with the vehicle
Also according to the representative of the Vehicle Registration and Management Team No. 2, Circular 24 stipulates the procedures for registering and managing license plates of vehicles winning at auction.
In case of transferring vehicle ownership without the license plate of the auction winning vehicle, the vehicle owner submits documents and completes the revocation procedures. The organization or individual receiving the vehicle ownership transfer submits documents and completes the vehicle registration procedures according to regulations.
In case of transferring vehicle ownership with the auction winning license plate, the vehicle owner must submit documents and complete the revocation procedures. The vehicle owner does not have to return the auction winning license plate but must submit a copy of the vehicle ownership transfer document and present the original for comparison.
Organizations and individuals receiving vehicle ownership transfer must submit documents and complete vehicle registration procedures according to regulations, and be able to register and keep the license plate number of the auctioned vehicle.
