Thanh Xuan District Secretary: There is no policy requiring motorbikes and electric vehicles to be removed from mini apartments.

Speaking to the press on the sidelines of the Hanoi People's Council's Special Session on the morning of September 22, regarding the statement of Thanh Xuan District People's Committee Chairman Vo Dang Dung, he said that after the fire that occurred on Khuong Ha Street on September 12, the district inspected 180 mini apartments and rented houses. The inspection teams requested that all motorbikes and electric bicycles be removed from the first floors of mini apartments and rented houses.

Thanh Xuan District Party Secretary Bui Huyen Mai affirmed that the locality has no policy requiring motorbikes and electric vehicles to be removed from mini-apartments. And said that Mr. Vo Dang Dung's statement may "not have been made clear".

Ms. Mai said that after conducting a review of all mini apartments and rental houses in the district under the direction of the City People's Committee, the locality has encouraged people to move motorbikes, electric vehicles and flammable items out of the basement areas of the buildings. However, this only applies to buildings with parking lots nearby.

This is done to ensure higher fire prevention requirements. Otherwise, parking in the basement will be required to comply with the law. The district will absolutely not force people to move their vehicles out of their area.

Thanh Xuan District Party Secretary said that the district's general view is that in addition to complying with all Party policies and general regulations of the State, it is necessary to avoid impacts and disturbances to the people.

On the night of September 12 and early morning of September 13, a 10-storey mini apartment building with 45 apartments on Khuong Ha Street, Khuong Dinh Ward caught fire, killing 56 people and injuring 37 others. On September 20, the Hanoi Police Investigation Agency announced that the fire was caused by a short circuit in the power line in the battery area located at the front of the scooter.
