Preservation and restoration of the special national historical relic An Phu - Kinh Chu

The Decision clearly states the planning objective to preserve and maintain the original elements constituting the relic, the historical, cultural, scientific and aesthetic values of the An Phu - Kinh Chu - Nham Duong National Historical Relic and Scenic Landscape Complex, as a component of the Yen Tu - Vinh Nghiem - Con Son, Kiep Bac Monument and Scenic Landscape Complex, contributing to preserving the integrity, authenticity and outstanding global value of the World Heritage in the future.

At the same time, promote the value of the special national historical relic and scenic spot of An Phu - Kinh Chu - Nham Duong Complex; organize an internal traffic system connecting clusters and relic sites into a unified whole; connect this relic complex with famous historical - cultural relics and scenic spots inside and outside the province, contributing to the development of spiritual cultural tourism and eco-tourism programs of the province in particular and the Red River Delta in general; form an inter-regional heritage chain and maximize the value of the relics.

Determine and adjust the boundaries of the relic protection area; serve as a basis for marking boundaries and managing relics according to the protection zone. Determine functional areas, landscape and environmental protection areas and land use indicators for the relic area. Plan, organize space and arrange traffic and technical infrastructure systems suitable for the stages of conservation and promotion of relic values.

Orient, develop plans, roadmaps and comprehensive solutions for management, investment in construction, preservation, renovation, restoration and promotion of relic values associated with sustainable tourism development, in harmony with the requirements of local socio -economic development. Propose a model and level of management of the An Phu - Kinh Chu - Nham Duong Complex historical relic and special national landscape in accordance with professional tasks, management roles, investment scale, scientific research, and tourism development.

Regarding the planning of the organization of the space for conservation, restoration and promotion of the value of the relic, the Decision clearly states that the general conservation and development orientation is to strictly preserve and promote the historical, cultural, scientific and aesthetic values of the historical relic and special national scenic spot of An Phu - Kinh Chu - Nham Duong Complex as a tourism resource, contributing to creating resources for local socio-economic development.

Organizing the space of the special national historical relic and scenic spot of An Phu - Kinh Chu - Nham Duong complex into 6 areas to facilitate the conservation and preservation of original relics, archaeological sites and artifacts that have been discovered and are still located in the caves of Kinh Chu and Nham Duong areas.

Restoring the existing construction items of the relic complex; organizing the architectural landscape space, constructing additional auxiliary works and synchronous technical infrastructure, suitable for the stages of conservation, renovation, restoration, embellishment and promotion of the value of the relic complex; organizing a traffic system connecting the relic sites in the same complex, facilitating the management, conservation and promotion of the value of the relic complex; forming a center for cultural activities, beliefs and research on regional history and culture, serving the people, tourists in the province and the whole country...

Research and develop cultural tourism, sightseeing and experience tourism products, resort tourism associated with learning about regional history and culture; exploit the potential of archaeology, landscape environment, scenic spots, enhance the value of relics as a destination for domestic and international researchers; become one of the tourist centers, attractive destinations for tourists.

Regarding the orientation of promoting the value of relics associated with tourism development, the Plan will diversify and improve the quality of tourism products. Effectively exploit the potential of available natural resources such as: Rock mountain systems, caves, rivers, natural ecosystems, relics, archaeological sites, scenic spots... to develop types and products of eco-tourism, sightseeing, exploring the environment, natural landscapes, ecosystems of animals and plants... within the relic complex and neighboring areas.

Developing experiential tourism products, archaeological research associated with fieldwork, investigation and practice of archaeological exploration and excavation at Kinh Chu and Nham Duong relic sites, Ham Long - Tam Long - Doc Tit caves, and Mo pagoda cave.

Create new suitable tourism products and services such as: meditation tourism combined with vegetarian culinary experiences, participating in meditation courses, summer retreats...; at the same time, develop typical tourism products based on exploiting the advantages of agricultural villages, learning about culture - history, customs and practices, experiencing the countryside, enjoying local specialties. Tourism products are supported through research activities to preserve intangible cultural heritage related to the relic complex.

Build tourist routes and tour programs based on the original relics, environmental factors, and natural landscapes that create the value of the Monument Complex as the core in tourism development and organize thematic tourist routes to enhance the experience for visitors.

Research and form internal sightseeing tours within the same relic complex; experience sightseeing and sightseeing of Yen Phu mountain range by trekking to the top of the mountain, ziplining from the top of the mountain, electric train (cable train) or cable car (if available)...

Exploiting the tourist route by boat to visit Kinh Thay River (the section flowing through the Kinh Chu Cave relic area); along both banks of Kinh Thay River, Duong Nham Mountain and Linh Dong Mountain are planned as eco-resorts, building garden houses, areas for selling and introducing local specialties...
